Can the rental store check out through administrative proceedings?

There is no liquidated damages in the rental contract. Once someone breaches the contract, the breaching party still has to bear the liability for breach of contract. If the lessor breaches the contract, the deposit will be returned twice, and if the lessee breaches the contract, the deposit will not be returned.
