What should the hotel do to harass the check-out guests?

According to the second paragraph of Article 42 of the Law on Public Security Administration Punishment, "publicly insulting others or fabricating facts to slander others" and the fifth paragraph, "repeatedly sending obscene, insulting, threatening or other information to interfere with the normal life of others", the police may be required to be detained for 10 or fined up to 500 yuan. Therefore, because of the bad review, the hotel harassed the check-out guests, and the check-in guests can ask the police to impose the above punishment on the harasser.
