Article 53 of China's Consumer Protection Law stipulates that if an operator provides goods or services in advance, it shall provide them in accordance with the agreement. If it is not provided in accordance with the agreement, it shall fulfill the agreement or return the advance payment according to the requirements of consumers; And shall bear the interest of the advance payment and the reasonable expenses that the consumer must pay.

As far as Beijing is concerned, Article 14 of the "Guidelines on the Behavior of Consumer Prepaid Service Transaction Contracts in Beijing (Trial)" stipulates that: if an operator arbitrarily changes the service location, adjusts the main business items, raises the promised price or increases the service restrictions, which seriously affects the interests of consumers, the two parties shall negotiate and solve it; If negotiation fails, the consumer may terminate the contract and require the operator to return the balance of prepaid expenses after deducting the consumed amount in one lump sum according to the following standards:

(1) If both parties agree that consumers enjoy preferential prices for individual services, the consumption amount shall be calculated according to the agreed preferential prices;

(2) If both parties agree that consumers will enjoy a certain amount of gifts or services, the preferential discount rate for a single service price is: total prepaid expenses ÷ (converted amount of gifts or services+total prepaid expenses) ×100%;

(3) If both parties agree that consumers can enjoy services indefinitely within the validity period, the calculation method of the consumed amount is: the number of days from the effective date of the contract to the termination date of the contract ÷ the number of days within the validity period × 100%× the total prepaid expenses.
