In terms of transportation, according to my own experience, public transportation in Xigong District is the most developed.
Because the railway station is the starting point of most bus lines, about 29 bus lines originating from Luoyang Station will pass through Xigong District.
No matter which district you live in, there are still buses to various scenic spots! Quite a lot!
(Take Longmen Grottoes as an example, there are nine routes that can only be crossed. Wangcheng Park is the transfer station.
There is also a red double-decker bus (not the kind in London, you can take this bus unlimited times in a few days, and you can reach almost all the mainstream attractions.
Ordinary buses are 1 or 1.5, and red buses seem to be 30-40. I don't know the details.

Most four-star hotels are located in Xigong District and jianxi district. There is one in Luolong District and one near Longmen Grottoes.

Considering the number of hotels and traffic conditions, Xigong District is the most convenient as a whole. Shopping and entertainment also have new capital to choose from. It is closest to Luoyang Station and Beijiao Airport.
The traffic in the adjacent old city is acceptable, and there are many hotels, but the advantage is that there are many scenic spots. You can take a walk while eating, and the antique street behind Lijingmen is also very lively at night.
Jianxi district is prosperous, with two shopping malls, Wangfujing and Wanda. Convenient transportation, few scenic spots and few hotels.
There are not many scenic spots in Luolong District. Because it is a new district, there are relatively few bus lines. But the environment is quiet. Closest to Longmen high-speed railway station.
You can consider staying near Guanlin on the eve of going to Longmen Grottoes, and going to Guanlin in the afternoon (it's also fun at night, and getting up early the next day to go to Longmen Grottoes, which is not hot and there are relatively few people.
It is not recommended to stay near Baima Temple the day before going to Baima Temple, and the quality of accommodation is not very good. If you don't want to get up early to go to Baima Temple, you can also consider living nearby.
