Legal basis: Article 58 of the Fire Protection Law of People's Republic of China (PRC) violates the provisions of this law and commits any of the following acts. The competent department of housing and urban and rural construction and the fire rescue agency shall, according to their respective functions and powers, order them to stop construction, stop using or stop production and business, and impose a fine of more than 30,000 yuan but less than 300,000 yuan:

(a) the construction project that should be subject to fire protection design review according to law, without examination according to law or unqualified examination, without authorization;

(two) the construction project that should be subject to fire inspection according to law has not been put into use without fire inspection or fire inspection is unqualified;

(3) Other construction projects specified in Article 13 of this Law fail to pass random inspection according to law after acceptance, and do not stop using them;

(four) the public gathering place is put into use or business without the permission of the fire rescue agency, or the use and business situation of the place is found to be inconsistent with the promised content after verification.

After verification, it is found that the use and operation of the public gathering place are inconsistent with the promised content, and it shall be ordered to make corrections within a time limit, or if it still does not meet the requirements after rectification within a time limit, the corresponding license shall be revoked according to law.

If the construction unit fails to report to the competent department of housing and urban and rural construction for the record in accordance with the provisions of this law after acceptance, the competent department of housing and urban and rural construction shall order it to make corrections and impose a fine of not more than 5,000 yuan.
