Idle commercial, office, hotel (hotel), factory, warehousing, scientific research and education and other non-residential stock buildings that have been completed and have a certain scale in various cities, counties and industrial parks can be included in the scope of reconstruction of affordable rental housing. Non-residential stock buildings such as factories and warehouses on industrial or logistics land should be renovated on the premise of ensuring industrial development needs and meeting environmental protection and safety requirements.
(3) Idle stock houses with the following circumstances shall not be included in the scope of renovation and reconstruction:
1. The land where the idle stock houses to be renovated or rebuilt is located has been included in the government land acquisition or reserve Planned;

(1) Government guidance and market operation. (1) The ownership rights are clear and legal. There should be no transfer registration restrictions such as seal-up registration, objection registration, etc.; if there are other rights and interests such as mortgage registration, all other rights and interests should be obtained agree.

(3) The project scale is reasonable.

If the idle housing stock has originally passed the fire protection acceptance and the project renovation project does not affect the fire protection function, the original fire protection approval procedures can be used; if the project renovation project affects the fire protection function, the design and construction should be optimized in accordance with the relevant standards and fire prevention requirements of residential buildings, and the construction should be re-opened. (3) Construction standard requirements. The design and construction of renovation and reconstruction projects should comply with current relevant national and provincial standards and specifications.
