How about Hengtai Hotel?

The meal I had when I was in Xining was a treat from local friends. It should be said that it is a relatively good place, because it is rare to have such a hotel in the northwest region, not to mention that the environment and food are relatively high-end! However, the service attitude is average. In fact, as you can imagine, the service will not be very good. The dishes are still local specialties, such as highland barley and mutton, and they are all very well done.
