Expressway, the outer ring of Shenzhen, is the encryption line of the expressway skeleton network of "nine verticals, five horizontals and two rings" in Guangdong Province, and is an important horizontal line in the planning of Shenzhen's "seven horizontals and thirteen verticals" trunk highway network. After the completion and opening to traffic, Shenzhen's economic vitality and technological advantages will further extend to the surrounding areas, which will play an important role in promoting Greater Bay Area's GDP. However, Shenzhen Outer Ring Expressway (Shajing section) runs through Houting, Buyong, Shasi, Shaer, Zhu Min and other residential areas within Shajing Street. Some sections are adjacent to residential areas and industrial parks on both sides, and some industrial parks are less than 20 meters away from the expressway.

For this reason, during the "two sessions" last year, Chen Cheng, a representative of the Municipal People's Congress, suggested that the municipal traffic control department should coordinate the construction units in the outer ring expressway as soon as possible, install high-quality sound barriers in the 4a-level acoustic environmental function zone, and maintain the environmental quality of the industrial parks and residential areas adjacent to both sides of expressway, so as to make them meet the environmental protection standards stipulated by the environmental protection department.

Recently, Shenzhen Transportation Bureau introduced that Shenzhen Outer Ring expressway Investment Co., Ltd. (the project construction unit, hereinafter referred to as "Outer Ring Expressway") has been urged to organize CCCC First Highway Survey and Design Institute Co., Ltd. (the design unit), CCCC Second Highway Engineering Bureau Co., Ltd. and China Railway No.12 Bureau Group Co., Ltd. (the construction unit) to carry out special research to further review and improve the sound insulation screen scheme of the outer ring expressway inspection well section.

In the early stage, Outer Ring Expressway commissioned qualified related units to prepare the environmental impact report of Shenzhen Outer Ring Expressway project. After review, it was revised and improved according to the review opinions, and the report was approved by Guangdong Environmental Protection Bureau (No.280 1, hereinafter referred to as the environmental impact report).

Take necessary noise reduction measures at sensitive points of acoustic environment.

According to the Shenzhen Municipal Transportation Bureau, in the design stage, according to the sensitive points of acoustic environment mentioned in the EIA report, combined with on-site investigation and verification, Outer Ring expressway Company and the design unit included the relevant buildings along the line in the research scope. According to the spatial relationship between each sensitive point and the outer ring road expressway, other existing buildings, predicted traffic volume, pavement structure type and other parameters, scientific calculation and analysis are carried out, and the calculation results are compared with the division of applicable areas of Shenzhen Environmental Noise Standard. Appropriate sound barriers shall be set in the areas where the noise exceeds the standard, and noise reduction measures are not required for those that do not exceed the standard.

Among them, the acoustic environment sensitive points in Technical Code for Acceptance of Environmental Protection for Construction Project Completion (HJ 552-20 10) and the acoustic environment sensitive points in Design Code for Highway Environmental Protection (JTG B04-20 10) have been designed. That is to say, vertical sound barriers are set up at the sensitive points of sound environment such as Shangshanju in Shajing Street, Wen Yue Kindergarten, Hua Mao Building, Buyong Industrial Park Accommodation Area, Shayiyuan Kindergarten, Industrial Park Accommodation Area, Lufeng Hotel and Dongshan Academy in Shajing, and the design of sound barriers meets the requirements of Shenzhen Sound Barrier Design Guidelines (Trial) and relevant specifications of highway industry.

At present, the Outer Ring expressway Project has taken necessary noise reduction measures for the sensitive points of acoustic environment specified in the EIA report and relevant specifications, completed the construction of all sound barriers, met the requirements of relevant highway specifications and environmental protection regulations, and passed the handover acceptance.
