Can't the LAN port IP of Mercury mw3 13r router be modified?

When your router is switched to another ip, your computer can log on to the router and surf the Internet by automatically using ip and dns. But if your router turns off DHCP, then your computer can't get ip and log in. So the conclusion is that if the router turns off dhcp, then the computer will have to set the ip manually. If the router does not turn off dhcp, the computer can automatically get the ip and log in to the router.
