In the practice of judicial auction, whether the bidder meets the housing purchase restriction policy of this Municipality shall bear the corresponding consequences. Once the ruling document of judicial auction is issued, the bidder cannot transfer the ownership because it does not meet the housing purchase restriction policy of this Municipality, and must bear the legal consequences of destroying the auction. Before the implementation of this "Notice", if it has entered the bidding link of judicial auction, it will still be implemented according to the original policy.

Bringing forward houses into the management of restricted sales means that according to the Notice of the General Office of Chengdu Municipal People's Government on Further Improving the Regulation Policy of Chengdu's Real Estate Market (Cheng Ban Fa [20 18] 17No.), "newly purchased commercial houses or second-hand houses in the city can not be transferred until the property right certificate has been obtained for three years", in which the ways of "transfer" include buying, selling and giving.

Before participating in the auction of commercial residential land, bidders should sign a letter of commitment to understand the linkage requirements of house price, land price and quality of the land to be sold and bid rationally. The letter of commitment should be included in the land transfer contract.

In terms of strengthening housing security, Chengdu will adopt both the physical security of public rental housing and monetary subsidies to realize the "full security" of urban registered housing and "double income" families. Severely crack down on malicious speculation, publishing false advertisements, buying houses under various pretexts, driving up housing prices, hoarding real estate, and inducing evasion of regulatory policies. Those suspected of committing a crime shall be handed over to judicial organs for handling according to law.
