The development of mineral resources continued to maintain rapid growth. The awareness of resource conservation in mining enterprises has been further enhanced. The scientific and technological content of mining and dressing methods, the recovery rate of resources, the recovery rate of mineral processing, the recycling level and equipment level of refractory ores and tailings have been greatly improved in some mining enterprises, and the service life of mines has been extended.

The protected area of basic farmland in the whole region is 39.489 million mu (excluding Xinjiang Production and Construction Corps), and the protection rate reaches 85.8%. The approval of construction land for 49 projects, including the construction of crude oil and refined oil pipelines in the west, is progressing smoothly. The pre-examination of land for 72 key construction projects, such as the Sino-Kazakhstan crude oil pipeline project, the coking plant of Xinjiang Iron and Steel Company, the 3 14 national highway and the highway from Heshuo to Korla, has been completed.

(3) Land resources and asset management are further standardized.

(6) New progress has been made in geological environment protection and prevention and control of geological disasters.

Two, the main tasks of land and resources work in the autonomous region in 2005

Strictly define and standardize the acquisition methods, policy boundaries, management authority and operating procedures of various mining rights. The exploration or mining projects of mineral resources that do not conform to the plan shall not be examined and approved, exploration or mining licenses shall be issued, and land shall not be granted. Further improve the annual inspection system and strengthen the supervision and management of the minimum exploration investment of prospecting right holders. Establish a verification and testing system for mine reserves and carry out pilot work of collecting taxes and fees according to reserve consumption. Establish a system of regularly announcing the restriction and elimination of mining, dressing and smelting equipment and technology, and popularize new mining and dressing technologies and methods. Encourage mining enterprises to strengthen the exploration of reserve resources, encourage the development and utilization of hard-to-use resource reserves, focus on the comprehensive development and utilization of mineral resources, focus on the utilization of lean ore, refractory smelting ore and tailings, do a good job in resource conservation, improve the level of resource development and utilization, develop circular economy and take the road of new industrialization.

Actively strive for central funds, integrate and concentrate special funds such as compensation fees for mineral resources, the price of exploration and mining rights, and use fees in the autonomous region, diversify investment, focus on the construction of oil and gas industrial bases and heavy chemical bases in the autonomous region, increase investment in geological exploration, strengthen the evaluation of coal, ferrous metals and non-ferrous metals in Altai Mountain, Tianshan Mountain, Junggar Basin and Tuha Basin, and accelerate the evaluation of the advantages and characteristics of mineral resources in the autonomous region.

Strictly control the conversion of agricultural land and the approval of land acquisition, earnestly safeguard the interests of the broad masses of the people, urge all localities to pay the compensation and resettlement fees for land acquisition on time and in full according to law, and ensure the long-term livelihood of landless farmers and herdsmen.

Comprehensively rectify and standardize the order of mineral resources development, severely crack down on illegal exploration and exploitation, focus on investigating and dealing with illegal mineral resources such as "circling instead of exploring", "mining instead of exploring", illegal exploitation, illegal transfer, indiscriminate mining and indiscriminate excavation, resolutely close small mines that are extensively developed, waste resources, destroy the environment and do not have safe conditions, promote the rational distribution of resource development, and strive to improve the level of intensive development and comprehensive utilization of mineral resources in the whole region.

Further strengthen the construction of land and resources market, expand the scope of paid use of land and mineral resources, and fully implement the system of bidding, auction, listing and transfer of operating land use rights, exploration rights and mining rights. Strictly define the scope of paid and allocated land supply, standardize the behavior of land transfer by agreement, strictly implement the lowest price system of land transfer by agreement, and use market mechanism to realize the optimal allocation of resources.
