general situation

Shanghai TV Festival is a competitive international TV Festival sponsored by the State Administration of Radio, Film and Television and the Shanghai Municipal People's Government. It is held once a year in June for five days. The 9th1Shanghai TV Festival will be held in Shanghai from June 20th to June 30th, 2003.

Shanghai TV Festival consists of "Magnolia Award" international TV program selection and excellent program screening, "Magnolia" international TV forum, international film and television program market and international new media and radio, film and television equipment market.

Article 1 Award setting

First, the TV series:

Tv Movie: Best TV Movie/Mini Drama Award, Best Director, Best Screenplay.

Series: Gold Award, Silver Award, Best Director, Best Screenplay, Best Actor, Best Actress and Art Contribution Award for TV Series; Overseas TV drama award, special award for overseas TV drama.

Second, the documentary:

Best Documentary (Feature Film), Best Documentary (Short Film), Special Award of Jury, Best China Documentary, Best Director and Best Photography.

Third, comics:

Best cartoon, jury special award, best Chinese cartoon.

Article 2 Project categories

First, TV series

1. TV movie or mini-drama:

Tv movie: a movie made for TV broadcast, usually with a length of more than 70 minutes 120 minutes.

Mini-drama: a short series with a clear story, usually 2-6 episodes, with a film length of no more than 400 minutes.

2. TV series:

Refers to a TV series that is divided into several episodes and played continuously with coherent plots. Please send the first episode, any episode in the middle and the last episode for TV dramas within 20 episodes. For TV series with more than 20 episodes, please send the first episode, any two episodes in the middle and the last episode. Overseas TV dramas also accept TV dramas, requiring the main story line of the drama series to be unified with the main characters.

Second, the documentary category:

Documentaries that show human social activities, historical figures or events, and describe natural creatures and landscapes.

Feature films are more than 60 minutes long, including film documentaries.

The short film is 60 minutes or less in length.

Third, the animation class:

An animation made for a TV broadcast or movie screening can be an episode of a series of animations, or an animated program or movie that is played at one time.

Fourth, classification:

The final grading of the program is decided by the Shanghai TV Festival Film Selection Committee with reference to the intention of the applicant company.

Article 3 Registration Conditions

1. TV movies or mini-dramas, documentaries and cartoons participating in the competition shall meet the following standards:

1) premiered from March 2065438 to March 2065438 10.

2) Programs with non-English dialogues or explanations must have English subtitles.

Second, TV dramas must meet the following standards:

1) The drama premiered on TV from 20031October 201to 2065438+March 30. Whether or not to premiere within the specified time shall be examined and approved by Shanghai TV Festival.

2) If the play has not been broadcast by the registration deadline of March 2065438 10, please provide the broadcast certificate provided by the broadcast TV station when sending the video.

There are no advertisements before, after and in the middle of the program.

Four, the program is selected by the individual or group that owns the copyright of the program.

Five, the two parties need to determine one party as the delivery party.

Article 4 Planning materials

1. The deadline for project registration is 201March 10.

2. Individuals or groups who send programs to participate and participate in the exhibition must fill in the program registration form in detail.

3. The following application materials must be sent to the Organizing Committee before the deadline.

1.DVD, Betacam-SP or IMX tape.

2. Introduction of Chinese and English programs

3. 5 stills of the program (including the stills of the male and female protagonists, the electronic version is preferred)

4. Credit

5. Flower beds (3 minutes)

4. Programs in non-English dialogue must have Chinese or English subtitles, which are produced by the applicant.

5. The organizing committee will notify the company that chose the program in writing for the program that has been qualified to participate in the competition and broadcast, and the company shall send the publicity materials related to the program to the organizing committee as soon as possible according to the requirements listed in the program registration form.

Article 5 Video tapes

DVD, BETACAM-SP and IMX videos only accept PAL system.

Please send the videos and materials of the program to the Shanghai TV Festival Organizing Committee by express delivery, and the delivery fee shall be borne by the registration company.

From the time the Shanghai TV Festival Organizing Committee receives the program video tape to the time it is returned, we will be responsible for keeping the video tape properly. In case of loss or damage, the Shanghai TV Festival Organizing Committee is only responsible for the compensation of the video itself.

At the request of the film sender, the tapes of Betacam-SP and IMX sent to Shanghai TV Festival will be sent back after the end of this TV Festival, and the freight will be borne by the organizing committee.

Article 6 review

First, the film selection:

The film selection committee of Shanghai TV Festival, composed of TV industry experts, will review all the programs that meet the registration requirements, determine the list of participating programs from all the registered programs, and announce them through the media in May.

Second, finally:

The organizing committee of Shanghai TV Festival will invite industry experts to form an international jury of Magnolia Award. Members of the jury cannot have any business or production relationship with the participating programs. Representatives of the organizing Committee will participate in the discussion and selection of the jury, but have no right to vote.

Third, awards:

The results of the "Magnolia Award" will be announced at the award ceremony and closing ceremony of the 19th Shanghai TV Festival on June 13. Representatives of award-winning programs will receive trophies and certificates issued by the Shanghai TV Festival Organizing Committee. The finalists will receive the nomination certificate issued by the Shanghai TV Festival Organizing Committee.

Producers of award-winning programs can apply for additional trophies, but they must submit a written application to the organizing Committee of the TV Festival and get approval.

Article 7 TV Festival screening

1. In order to meet the requirements of TV Festival guests and facilitate program promotion and business exchange, some programs will be screened and broadcast for guests and journalists in the international film and television program market of TV Festival.

2. If the applicant fails to provide the program clips, the Organizing Committee has the right to use the program clips registered for no more than 3 minutes for TV promotion free of charge.

3. The organizing committee will select excellent registration programs and broadcast them on TV once during the TV Festival after obtaining the consent of the applicants. (This clause does not apply to TV series)

Four, the organizing committee has the right to copy the winning scheme, only for document preservation, and shall not be used for any commercial purposes.

Article 8 Project representatives

1. For TV dramas, documentaries and cartoons that are eligible for the competition, the organizing committee will invite the directors, actors or creators of the films to attend the TV Festival, the closing ceremony, and the awarding of prizes. For the treatment provided by the Shanghai TV Festival Organizing Committee, please refer to the invitation letter of the award-winning program representative.

2. The personnel invited by the Organizing Committee should arrive in Shanghai at the latest one day before the closing ceremony of the TV Festival and attend the award ceremony.

Article 9 Acceptance

1. Anyone who signs up for the Shanghai TV Festival will be deemed to acknowledge and accept these rules.

Two, the TV Festival Organizing Committee is responsible for the revision and interpretation of these rules.

Three. If there is any conflict between the English Articles of Association and the Chinese Articles of Association, the Chinese Articles of Association shall prevail.
