Overblowing means strong wind, which can be achieved by using a small throttle and a strong mouth. It can be understood that the effect of "blowing hard" is to make the original sound at least an octave higher. A flute is usually an octave higher, or even higher, but it is in danger of breaking. )

For example, under the same fingering, the alto 1 when the air source is stable will become a treble 1 when it blows over.

In the case of smooth and soft air supply, the sound you blow out is eight degrees lower than that of super blowing. You can switch between two octaves by changing the tone. For example, under the premise of pressing the points unchanged (or not pressing any point at all), you can only experience slow and gentle breathing and hard breathing. Is the voice of the latter higher than that of the former?

The above is the overblowing of the same hole position. Let's talk about the fingerboard again. Take this exaggerated fingering table you gave as an example. Take the fingering of the G key as an example. When you breathe slowly and gently, the range you blow out is from bass 5 to alto #4. When blowing, the blowing range is from alto 5 to treble #4, which is the range given by this fingering table.

The reason why you have such a problem is that you don't have enough mastery of aspirated air, and the other is that this fingering is incomplete, which makes you mistakenly think that Xiao has only such a narrow range.
