The economic depression in the United States and the drought in the central agricultural areas continued throughout the 1930 s, causing serious famine. Farmers had to move westward, so the United States set up a "relocation management office" to help these unfortunate people. 1935 was renamed "Agricultural Safety Bureau", referred to as FSA. FSA has hired 30 photographers to photograph the miserable conditions of rural slums, and also photographed some wealthy Americans who are vacationing in Miami as a sharp contrast between the two lifestyles. This is the famous FSA photography documentary movement in the history of American photography. This makes the Agricultural Safety Bureau to a great extent become a social organization famous for its social documentary photography.
