Logical problems, understand the progress.

"China, Kyrgyzstan and Changzhou" are incompatible, but different from "schools, institutions of higher learning and Peking University".

We can say "Peking University is an institution of higher learning", but we can't say "Changchun belongs to China" (Changchun belongs to China).

The concept of "China-Kyrgyzstan long" is the relationship between the part and the whole, not the logical compatibility.
