Chapter I General Provisions Article 1 These Interim Provisions are formulated in order to further develop intelligence, tap the potential of the existing professional and technical teams, encourage them to engage in amateur and part-time intellectual work, give full play to the enthusiasm of scientific and technical personnel, and accelerate the economic development of this Municipality. Article 4 Professional and technical personnel engaged in part-time activities must abide by national laws and regulations and meet the requirements of labor rules and regulations and technical specifications. Chapter II Organization and Management Article 5 Part-time activities may be introduced by the organization of the unit to which they belong, intermediary agencies, or contacted by professional and technical personnel themselves. Chapter IV Reward and Punishment Article 16 The important work achievements and scientific and technological achievements made by professional and technical personnel in part-time activities, after being confirmed by experts at the same level, shall be recorded in their business performance appraisal files by the employing units through their units as one of the bases for promotion, salary increase and appointment of professional and technical posts. Nineteenth professional and technical personnel in violation of the provisions of part-time activities, one of the following acts, by the unit to give criticism and education, if necessary, can be given administrative sanctions or economic penalties, illegal acts should be dealt with according to law.

1. Transferring job-related technical achievements, patents and undisclosed key technologies without the consent of the unit;

4. Refusing to deliver the use fees of instruments, equipment and materials to the unit, or encroaching on other rights and interests that the unit should enjoy;

5. divulging state secrets. Twentieth professional and technical personnel in part-time activities mistakes or accidents, resulting in economic losses, by part-time units according to the same treatment or problems in the work, to be dealt with. Twenty-first professional and technical personnel in part-time activities of work-related accidents, part-time units should be the same as their employees, in accordance with the relevant provisions of the state, bear the necessary expenses.
