Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality, in order to strengthen the management of water conservation, improve the efficiency of water use, curb the over-exploitation of groundwater, realize the continuous rise of groundwater level and the sustainable utilization of water resources, protect and improve the ecological environment and ensure the sustainable development of economy and society. Article 2 These Regulations shall apply to water conservation and its supervision and management activities within the administrative area of this Municipality. Article 3 Water conservation shall adhere to the principles of giving priority to conservation, overall planning, rational allocation, total amount control, quota management, intensive and efficient. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen the organization and leadership of water conservation, and establish a water conservation management mechanism with government leading, departmental coordination, market regulation and public participation.

The people's governments of cities and counties (cities, districts) shall incorporate water conservation into the national economic and social development plan, formulate water conservation policies, establish an evaluation system for water conservation, implement the target responsibility system for water conservation, gradually increase the investment in water conservation, incorporate the funds needed for water conservation into the government budget, and establish a diversified investment guarantee mechanism involving public finance and social funds.

Township (town) people's governments and sub-district offices shall do a good job in water conservation within their respective jurisdictions. Fifth city and county (city, district) people's government department in charge of water administration is responsible for the coordination and supervision of water conservation within their respective administrative areas.

Development and reform, housing and urban and rural construction, urban management, industry and information technology, agriculture and rural areas, government administration, education, finance and other relevant departments should do a good job in water conservation according to their respective responsibilities. Article 6 This Municipality actively promotes a water price adjustment mechanism that combines differential water prices, excessive progressive price increases and stepped water prices. If the water users included in the water permit management exceed the planned water consumption, the water resource tax will be doubled; For large non-resident water users of public water supply, a progressive price increase system shall be implemented; Implement a ladder water price system for urban residents.

The competent pricing department shall, jointly with relevant departments, actively explore the establishment of a water price control mechanism for agriculture and rural areas to promote water conservation in agriculture and rural areas. Article 7 The people's governments of cities and counties (cities, districts) shall encourage and support the research on water-saving technologies, popularize and apply advanced water-saving technologies, processes and products, promote the transformation of water-saving scientific and technological achievements, cultivate water-saving industries, develop water-saving industries, agriculture and services, and build a water-saving society. Eighth relevant departments should give priority to water-saving renovation projects, water-saving demonstration projects and unconventional water resources development and utilization projects, and give policy, tax and financial support according to the relevant provisions of the state and province. Encourage financial institutions to provide loan support to water-saving project enterprises. Article 9 People's governments at all levels and their relevant departments shall extensively carry out publicity and education activities on water conservation, popularize water conservation knowledge, guide the whole society to strengthen water resources protection, and raise the awareness of water conservation in the whole society.

Radio, television, newspapers, Internet and other news media should strengthen public welfare propaganda and public opinion supervision on water conservation. Article 10 All units and individuals have the obligation to protect and save water resources, and have the right to dissuade, stop and report acts of destroying and wasting water resources.

Units and individuals that have made outstanding contributions and remarkable achievements in water conservation shall be rewarded by the people's governments of cities and counties (cities, districts). Chapter II Management of Water Conservation Article 11 This Municipality implements a regional water consumption total and water intensity control system. City, county (city, district) people's government shall, according to the annual economic and social development plan and the total water consumption control index issued by the superior, implement the annual total water consumption and water intensity control index of this administrative region. Twelfth water units and non-resident users of public water supply that are included in the water permit management shall implement planned water management.

The water administrative department of the people's government of the city or county (city, district) or the public water supply unit shall, according to the annual water use plan, the total water consumption control index, the industry water quota, the present situation of water resources and the needs of the life, production and operation of water users, verify the water use plan of the water use unit or the non-resident water users of public water supply.

Water-using units included in the water permit management shall apply to the water administrative department for approval of the water use plan, and those who have not obtained the water use plan shall not take water without authorization; The public * * * water supply unit shall approve the water use plan of non-resident users of public * * * water supply, and shall not supply water to them without approval. Thirteenth city and county (city, district) people's government departments in charge of relevant industries shall guide and urge enterprises and institutions in this industry to strictly implement the national and provincial industrial water quota. The water administrative department of the people's government of the city or county (city, district) shall strictly implement the water quota formulated by the state and the province when reviewing the water resources demonstration of the construction project, handling or renewing the water permit and issuing the annual water use plan. Article 14 This Municipality implements the strictest water resources management system for water intake, giving priority to the use of surface water, restricting the exploitation of groundwater and promoting the use of unconventional water.

In the groundwater forbidden mining area, it is strictly forbidden to take groundwater except for hot standby water source, temporary emergency water supply and irreplaceable water source.

In restricted groundwater exploitation areas, it is forbidden to increase the amount of groundwater exploitation. If it is really necessary to extract groundwater, the groundwater exploitation amount of other water users shall be reduced synchronously according to twice the newly added water amount.

In areas where surface water sources are guaranteed, except for hot standby water sources or irreplaceable water sources that really need to be reserved, self-prepared wells should be shut down. It is forbidden to use groundwater monitoring wells for irrigation or excessive use of hot standby water.
