Notice of the Fujian Provincial People's Government on Issuing the Measures for the Administration of Surveying and Mapping in Fujian Province

Article 1 These Measures are formulated in accordance with the Regulations of Fujian Province on Surveying and Mapping Administration for the purpose of clarifying matters related to surveying and mapping administration. Second Provincial Bureau of Surveying and Mapping of the province's surveying and mapping planning and other major surveying and mapping projects, should be included in the provincial economic development plan.

The annual surveying and mapping plan of each professional surveying and mapping business department shall be submitted to the Provincial Bureau of Surveying and Mapping for the record in 1 1 month. If it is difficult to prepare the annual plan, the project plan shall be submitted in time, and the year-end statistics shall be submitted to the Provincial Bureau of Surveying and Mapping for the record in February of the following year. Article 3 The annual plan shall include the following contents:

(1) Progress of Surveying and Mapping Project. (1) Project name: region, grade or scale, type of work and purpose; (2) the total amount of tasks; (3) The required time limit for completion; (4) Progress: the cumulative number of processes completed before the beginning of the year, the planned number this year, and outsourcing; (5) Undertaking units and funds.

(2) Surveying and mapping workload. (1) Project: comprehensive process, grade or scale; (2) Physical workload; (3) Fixed man-day workload.

In addition to the contents of the preceding paragraph, the year-end statistics shall also include the following contents:

(1) Surveying and mapping personnel. (1) departments and units; (2) Total number of employees at the end of the year; (3) Surveying and mapping technicians: classified by professional title and specialty.

(2) Instruments and equipment. (1) departments and units; (2) Field instruments (including high-precision and medium-long distance single row); (3) Surveying and mapping instrument industry; (4) printing equipment; (5) others. Article 4 The aerial photography specified in Article 8 of the Regulations on Surveying and Mapping Management in Fujian Province shall be submitted to the Provincial Bureau of Surveying and Mapping for implementation before September of last year, and shall be reported to the relevant departments after comprehensive balance by the Provincial Bureau of Surveying and Mapping.

The application for the implementation plan of aerial photography shall include the following contents:

(a) the applicant;

(2) the name of the shooting area;

(3) aerial photography area;

(4) Specification of aerial photography: scale, picture frame and focal length;

(5) Photography takes time;

(6) Drawing: scale, quantity and method;

(seven) aerial photography and surveying and mapping purposes;

(8) Shooting area map: shooting area and latitude and longitude. Article 5 The annual cadastral surveying and mapping plan of cities and counties shall be submitted to the Provincial Bureau of Surveying and Mapping and the Provincial Bureau of Land Management before the end of 10, and the two bureaus shall agree on the annual plan before the end of10. The Provincial Bureau of Surveying and Mapping shall organize and coordinate the cadastral surveying and mapping work according to the annual plan. Article 6 The plane control network of special economic zones and coastal open cities shall adopt an independent plane coordinate system, and the first-level plane control network shall be linked with the national network, but the special economic zones and coastal open cities must adopt a unified independent plane coordinate system and height system. Seventh open maps of this province are published by the provincial map publishing house. Except for current affairs propaganda maps, tourist maps, traffic maps, thematic maps and attached maps of books and periodicals approved by the Provincial Bureau of Surveying and Mapping, other publishing institutions may not publish other public maps.

The drawing of China boundary of open map should be strictly in accordance with the Topographic Map of People's Republic of China (PRC)1∶ 40,000 published by China Map Publishing House 1989.

All kinds of maps published in this province shall be printed (in duplicate) and submitted to the Provincial Bureau of Surveying and Mapping for the record. Article 8 Units undertaking surveying and mapping business in this province shall submit the technical design of important surveying and mapping projects to the Provincial Bureau of Surveying and Mapping or the competent department of professional surveying and mapping business for examination and approval before implementation.

Important surveying and mapping project design refers to:

(1) Grade I, II, III and IV geodetic design;

(2) Design of aerial photogrammetry with various scales;

(3) Cadastral surveying and mapping design and administrative boundary surveying and mapping design;

(4) Editing and designing various general maps, atlases, atlases and thematic atlases;

(five) the following urban topographic mapping design:

The scale of 1: 500 is greater than 3 square kilometers;

1: 1000 scale, covering an area of more than 5 square kilometers;

1∶2000 scale, covering an area of over 8 square kilometers.

(six) the following basic map surveying and mapping design:

The scale of 1: 5000 is greater than 15 square kilometers;

1: 10000, covering an area of over 50 square kilometers;

Scale 1: 50000.

(7) Marine surveying and mapping design. Article 9 The competent department of surveying and mapping business shall submit the quality inspection of surveying and mapping products to the Provincial Bureau of Surveying and Mapping every year.

The Provincial Bureau of Surveying and Mapping has the right to supervise the quality of surveying and mapping products produced by various professional departments. Tenth Fujian Surveying and mapping product quality supervision and inspection station is responsible for the supervision and inspection, entrusted inspection and arbitration inspection of surveying and mapping product quality and surveying and mapping instruments in the province.

Surveying and mapping products that are found to be unqualified through supervision and inspection shall be repaired or re-measured by the measuring unit. Eleventh surveying and mapping production units engaged in the business listed in Article 3 of the Regulations on Surveying and Mapping Management in Fujian Province must pass the qualification examination of surveying and mapping and obtain the Surveying and Mapping License before they can engage in surveying and mapping business.

"Surveying and mapping license" fees, according to the provincial price committee to determine the standard of fees. Twelfth to apply for a surveying and mapping license, the surveying and mapping production unit shall apply to the surveying and mapping institutions that have the right to conduct qualification examination, and fill out the "Application Form for Surveying and Mapping Qualification Examination" in triplicate.

Surveying and mapping production units within the system of each department (bureau) shall be submitted to the Provincial Bureau of Surveying and Mapping for examination and certification after passing the examination by the competent department of Surveying and mapping business or the entrusted administrative department of Surveying and mapping.

Surveying and mapping production units in prefectures (cities) and counties shall be submitted to the Provincial Bureau of Surveying and Mapping for examination and certification after passing the examination by the administrative department of Surveying and mapping in prefectures (cities).
