One is the occurrence of major pests and diseases.

Up to now, the occurrence area of locusts, meadow moths, wheat aphids, seedling pests and underground pests in the whole region is 32.89 million mu, and 26.347 million mu has been controlled. The details are as follows:

1, locust occurrence area 1066 1000 mu, and control area of 334,000 mu.

Locusts in our region began to hatch in late April, and began to occur in Chifeng City, Tongliao City, Hohhot City, Ordos City, Wulanchabu City, Baotou City, Xing 'an League, Xilin Gol League and Bayannaoer City in the middle and late May. The main species are Italian star locust, Asian car locust, white-edged scab locust and broad-winged curved-backed locust.

There are 15-30 locusts per square meter around farmland in Harqin Banner, Ningcheng County, Balinzuoqi and Hexigten Banner of Chifeng City, with more than 60 at most. According to the investigation in Harqin Banner on May 25th, there are 3,000-5,000 locusts per square meter in individual plots of forest belt around farmland. Insect population density around farmland in Chayouqian Banner, Chayouhou Banner and fengzhen city in Wulanchabu City, Damaoqi and Guyang County in Baotou City, Duolun County in Ximeng City, Zhengxiangbai Banner and Zhenglan Banner in Tongliao City. Generally, it is 20-30 heads /m2, and the high one is 50- 160 heads /m2. Harmful crops mainly include wheat, corn, naked oats, beans and oilseeds.

2. The overwintering adults of meadow moth occurred 4.98 million mu times, and the first generation larvae occurred 800,000 mu times.

Overwintering adults of meadow moth occurred in Arxan City, Xing 'an League, Suolun Town, Halahei Town, Naiman Banner, Tongliao City, Ewenki Banner, Hulunbeier City, Kezuozhong Banner, Zuo Qi, Youqi, Aqi, Wengqi City, Chifeng City and Hailar City from June 6th to June 5th. On June 12, the first generation larvae of meadow moth were damaged in Ordos city and Chifeng city. By June 2 1 day, the overwintering adult area of meadow moth in the whole region was about 4.98 million mu, including 2.405 million mu in Xing 'an League, 375,000 mu in Hulunbeier City, 200,000 mu in Tongliao City, 6.5438+0.5 million mu in Chifeng City and 500,000 mu in other leagues. The area above 300 moths is 6.5438+0.305 million mu, and the first generation larvae in Chifeng city are 800,000 mu.

The average number of hundred-step moths in grassland and some farmland in Sanjiaoshan and Dulagou areas of Aershan City is 1000-2000; According to the investigation in Naiman Banner and Kezuozhong Banner of Tongliao City on June 9th, there were 300- 1000 and 200- 1000. According to the investigation in Zuo Qi, Youqi, Aqi and Wengqi of Chifeng City on June 8- 13, there were 300-600 moths in the field. Most females lay eggs at grade 2-3, and some lay eggs at grade 4. On June 16, Hulunbeier Plant Protection Station conducted an investigation in the experimental field (alfalfa field) of Tucao Industry Company in Ewenki Banner. The average number of overwintering adults of meadow moth is 800~ 1000, and the highest number can reach more than 2000. According to the investigation of grassland, abandoned farmland and Dongshan woodland near Hailaer District, the number of Centipede moth is about 100-500.

On June 12, Ordos city investigated the corn field in Haorao Damu Sumu, Hangjinqi, and found that the first generation of larvae had begun to damage, with an average of 8- 12 per square meter and the highest of 30; According to the investigation in Balinyou Banner, linxi county, Zuo Qi, Ba Sen, Arukerqin Banner and Keqiketeng Banner of Chifeng City on June 17-20, there are meadow moth larvae 10-20 per square meter in sunflower, bean field, beet, corn and alfalfa, and the height reaches 60 per square meter, all of which are 65,438. The occurrence area is 800,000 mu.

3. Seedling pests and underground pests

Since the middle and late May, seedling diseases and insect pests have occurred in Chifeng, Tongliao, Xing 'an League, Ximeng, Wumeng, Hohhot, Ordos, Bayannaoer and Baotou, and some areas are seriously damaged. By June 20, the occurrence area of the whole region reached 20.403 million mu, and the control area was 260 1.3 million mu.

Underground pests occurred in Hulunbeier City, Xing 'an League, Tongliao City, Chifeng City, Ordos City, Wulanchabu City, Baotou City, Hohhot City and Bayannaoer City, with an area of 6,543,800+074,300 mu, and 24,772,000 mu was controlled in the whole region. According to the survey, the average population density of Molidawa Banner, Zhalantun City and Arong Banner in Hulunbeier City is 1-3 heads /m2, and the highest is 7-8 heads/m2; Flammulina velutipes in Ningcheng County and Harqin Banner of Chifeng City are seriously endangered, and the population density is 10-20 heads /m2. The population density of black cutworm in Balinzuoqi is 20-30 /m2, grub in Naiman Banner of Tongliao City is 15-20 /m2, and Flammulina velutipes is generally 5-8 /m2, mostly 35 /m2. The average population density of grubs in Yijingole Banner, Ordos City is 13 /m2, and the highest is 24 /m2. The population density of Flammulina velutipes is 1 1 /m2, and the highest is 18 /m2. The population density of cutworm (cutworm) in Hangjinqi is 6.8 /m2, and the highest is 13 /m2. The population density of black cutworm in potato field in hilly area of Wuchuan County, Hohhot is 2 ~ 3 heads /m2, which leads to potato seedling shortage and broken ridge. The population density of Ximeng, Xing 'an League, Bayannaoer City and Baotou City is 1-2 /m2.

Black-spotted scarab occurred in Chifeng City, Tongliao City and Wulanchabu City. The plant protection stations in linxi county City, Harqin Banner and Ningcheng County of Chifeng City investigated in the middle and late May. The number of black-spotted scarabs in sunflowers, beans and medicinal fields was 5-6 /m2, and the highest was 50-60 /m2. The number of beetles in potato and soybean fields in Qianshan area of Wulanchabu City is 3- 10 /m2. Scarabs nigromaculata occurred in Horqin District and Zhalute Banner of Tongliao City. The population density of corn field was 15-40 heads /m2, and that of soybean field was 2-3 heads /m2.

Jumping occurred in Hohhot, Wulanchabu, Baotou and Tongliao. According to the investigation in Huhhot in mid-June, the flea beetle of Rehmannia glutinosa is seriously damaged, the population density is 80 ~ 130 /m2, and the repeated occurrence area is 200 ~ 336/plant. The population density of insects in Huade County, Chayouhou Banner, Siziwang Banner, Chayouzhong Banner and Shangdu County of Wulanchabu City is generally 30-80 /m2, and the high density is 100-200 /m2. The population density of Baotou City is 10 population /m2. In Tongliao city, the damage of flea beetle occurred on vegetables, and the population density was 1-2 heads/plant.

4, armyworm

This year, the second generation of armyworm attracted moths in Tongliao City with an obvious moth peak (May 28th-June 5th), and the number of moths attracted was significantly higher than that in recent years. From May 28th to June 1 Two kinds of moth traps were used to trap 779 moths, with the male-female ratio of 2.3:1; From June 2nd to 5th, 52 moths were attracted by two kinds of moth traps1female, and the ratio of male to female was 1.64: 1. From May 28th to June 1 in Naiman Banner Central Station, 350 moths were attracted by two moth traps, with a male-female ratio of 5.2: 1.

In Tongliao city, the egg induction of cereal straw began on May 23rd, three days earlier than last year. In June 1 in the urban station, the number of eggs attracted by 20 straws in three days has reached 177, with 292 eggs; On the same day, Naiman Center stood in the wheat field and found that there were 1 1 eggs in 20m2, and the average number of eggs in a single egg was 89. On June 4th, the number of eggs attracted by 20 straws in the city station, Horqin District, Kezuohou Banner, Naiman Banner and Kailu County in three days was 127, 108, 163, 67 and 66 respectively, and the average number of eggs attracted by each straw was1/kloc.

As of June 6th, the oviposition of moths attracted by straw in Chifeng City was not high, while that in Arukerqin Banner was high. According to the investigation on June 3rd, there are 4-6 eggs per square meter in the wheat field. Investigation in Ningcheng and Wengqi on June 4-7 showed that there were 0.2-0.4 eggs per square meter in the wheat field, and the number of eggs was 60-70.

5. It is estimated that the occurrence area of corn borer is about 900-100000 mu.

In late spring and early summer this year, Chifeng City and Tongliao City investigated the overwintering, pupation and emergence of local corn borer, and * * sampled 4738 1 plant. From the results, the overwintering base after overwintering is higher than last year, with an average of 2 1.33 live insects per 100 stalks, which is higher than last year 183.64%, and the overwintering survival rate. Chifeng City and Tongliao City have more precipitation and lower temperature in May. According to the weather forecast, the precipitation in Chifeng and Tongliao in June is more than normal, and the monthly average temperature is higher, which is beneficial to the occurrence of corn borer.

It is estimated that the peak of adult emergence of overwintering generation will be in the middle and late June. The first and second generation larvae occurred moderately to severely in Horqin District, Kailu County, Kezuohou Banner, Kezuozhong Banner, Naiman Banner and Nanqi of Chifeng City, Tongliao City, and moderately to moderately occurred in other counties. Light-moderate illumination occurred in other cities, with an area of 900-100000 mu.

Second, the rodent control situation

1, implement comprehensive prevention and control measures for rural rodent pests. Do a good job in the best period of rodent control in spring, and vigorously promote technical measures such as chemical rodent control, physical rodent control, biological rodent control and ecological rodent control in rural rodent-prone areas such as Xilin Gol League, Wulanchabu City, Hulunbeier City, Baotou City, Ordos City, Chifeng City and Tongliao City. Up to now, 5.35 million mu of farmland and 550,000 farmers have been eliminated in the whole region.

2. Strengthen the monitoring of rodent situation in spring, and provide the basis for scientific rodent control. Two national rodent monitoring stations and 18 regional rodent monitoring stations have been established in the whole region, and each monitoring station has special personnel and special funds. According to the requirements of "Technical Specification for Prediction and Forecast of Rodent Damage in Farmland", the monthly report of rodent monitoring was released in time, and 28 issues of rodent monitoring have been released so far. From March to April, 2005, the capture rates of rat density at 16 monitoring station in 8 cities in the whole region were: Hulunbeier 12- 19%, Xing 'an League 8%, Tongliao 6%, Chifeng 7.3%- 13.8%, Xilin Gol League/. Rat damage has become one of the main disasters in agricultural production. In order to timely reflect the situation of rodent damage in various places, guide scientific rodent control and provide scientific basis.

3, the establishment of a unified rodent demonstration area, the promotion of physical, biological and bait station rodent control technology. The Agriculture and Animal Husbandry Department of the Autonomous Region has established four rural unified rodent control demonstration zones in Zhenglan Banner of Xilin Gol League, Harqin Banner of Chifeng City, Shangdu County of Wulanchabu City and Yijinhuoluo Banner of Ordos City, and each demonstration zone has completed unified rodent control of 200,000 mu, accounting for 800,000 mu; In each demonstration area, 6,543,800 households were eliminated by farmers, accounting for 400,000 households. Strengthen the demonstration role of the demonstration area and comprehensively promote the unified rodent control work in spring.

Three. Plant quarantine work

1. In order to fully implement the administrative punishment law, the administrative licensing law and the regulations on plant quarantine, the Notice on Entrusting Inter-provincial Dispatching of Plant Quarantine Matters was issued to all league cities, mainly to standardize law enforcement subjects and unify the names of plant quarantine institutions. It is required that the entrusted plant quarantine institution must be established with the approval of the establishment department at the same level, with independent legal personality, and hang the brand of plant protection and phytosanitary station in the local agricultural administrative department or the agricultural technology extension center (station). At present, the materials have been submitted and are under review.

2. Strengthen quarantine supervision, and jointly issued the Notice on Strengthening the Quarantine Management of Crop Seed Plants in Inner Mongolia Autonomous Region with the Inner Mongolia Autonomous Region Seed Management Station. Plant quarantine and seed management institutions at all levels cooperate closely, and the number of main crop production license and plant quarantine certificate shall be subject to label management.

3. Market quarantine work

Up to now, according to incomplete statistics, a total of 29 markets 1 1,529 were inspected in the whole region, and 2 10 batches, about 1 10,000 kg, were seized without plant quarantine procedures, mainly for crop seeds and vegetable seeds. In the whole region, cases were filed 10, and 9 cases were closed, with a fine of 19300 yuan, which effectively cracked down on all kinds of market violations.

Four, pesticide management work

1, seed coating agent quality sampling inspection

2, pesticide market inspection

Audit with pesticide business conditions continue to issue pesticide business licenses, the region * * * issued 3292 pesticide business licenses. For those who do not meet the requirements, the pesticide business license shall be revoked, and 1 12 shall be revoked in the whole region. The main reasons for cancellation are: First, the business premises are unqualified; Second, no corresponding rules and regulations have been formulated; Third, business personnel have not been trained to obtain business qualifications; The fourth is not to accept illegal business.

4, pesticide registration management

Up to now, applications for 14 varieties of pesticides put forward by eight pesticide enterprises in the region have been accepted, and the preliminary examination has been completed and reported to the Pesticide Testing Institute of the Ministry of Agriculture for approval. Undertake 68 field trials of pesticide registration issued by the Institute for Pesticide Testing of the Ministry of Agriculture. 4 applications for pesticide registration of pesticide production enterprises in the region were accepted, and all the work is in progress.

5. Detection of pesticide residues in agricultural products

Up to now, a total of 688 vegetable samples/kloc-0 have been detected in the whole region, of which 59 were positive, with a positive rate of 3.5%. There were 28 positive samples from 698 market products, and the positive rate was 4.0%. According to the test results of base products, the over-standard rate of pesticide residues in vegetable products has been effectively controlled.

Other comprehensive work:

1, strengthen the guidance on the preparation of the feasibility study report of the high-quality grain industry project-pest control project.

This year, five counties intend to declare the national high-quality grain industry project-pest control project. Therefore, the autonomous region organized these five commodity grain counties to prepare the feasibility study report of the project, which was strictly checked, preliminarily reviewed by experts, sent to the Ministry of Agriculture for expert review, and approved for implementation after passing.

2, to step up the "Inner Mongolia Autonomous Region crop pest early warning and monitoring center" project related equipment purchase.

Since the end of last year, we have stepped up our efforts to obtain relevant information and make preparations for the bid. At the end of April and the beginning of May this year, a tender letter for the purchase of instruments and equipment was issued, and a negotiation meeting for the purchase of instruments and equipment was held on May 27th. About 500 pieces of information about plant diseases and insect pests in seven periods, such as long-term trend prediction of crop diseases and insect pests in the whole region in 2005, were published through the internet and various media, which timely and accurately conveyed the information about plant diseases and insect pests, provided a basis for relevant departments and leaders to make decisions, and provided technical guidance for farmers, herdsmen and grass-roots agricultural technicians to make preparations and carry out prevention and control work.

2, conscientiously do a good job of grassland borer, locust, armyworm, cabbage caterpillar, corn borer, wheat aphid and other major pests and diseases monitoring and dynamic report.

In spring, plant protection stationmasters at all levels personally participated in the field investigation of pests and diseases, often went deep into the field to check insects and eggs, grasped the occurrence dynamics and comprehensive situation, comprehensively analyzed the occurrence of major local pests and diseases, timely issued short-term and medium-term forecasts, and put forward countermeasures, which laid a good foundation.

3. Strengthen publicity and training.

In the first half of the year, the Plant Protection Station of the Autonomous Region held a training course on making TV forecast of crop diseases and insect pests and a training course on computer certification and management of plant quarantine, which included the application of AcView in monitoring and early warning of crop diseases and insect pests and TV forecast, Phtoshop, After Effects, Premiere software, basic knowledge of photography and camera shooting, functions and functions of computer certification software of plant quarantine, etc. Through training, the enthusiasm of technical personnel is stimulated, and the awareness of leaders and technical personnel on the importance of this work is improved, which is of great significance to promoting technological progress, standardizing behavior and improving efficiency.
