Changsha University's 2022 Undergraduate Admissions Charter Chapter I General Provisions
Article 1 In order to further standardize the enrollment of full-time undergraduates in schools, earnestly safeguard the legitimate rights and interests of schools and candidates, and ensure the smooth enrollment, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC), the relevant provisions of the Ministry of Education and the Articles of Association of Changsha University, combined with the actual situation of the school.

Article 3 Changsha University is a public full-time general undergraduate college approved by the Ministry of Education. It is an application-oriented undergraduate planning university in the "Thirteenth Five-Year Plan" integration development project, a national innovation and entrepreneurship demonstration base for universities, a "double-first-class" high-level applied university in Hunan Province, and a civilized university in Hunan Province.
Article 4 The enrollment categories of ordinary undergraduate students in schools include ordinary classes and art classes.
Chapter II Organizational Structure and Responsibilities
Article 5 The school shall set up an enrollment committee to comprehensively lead the enrollment of ordinary undergraduate students in the school and study and decide on major issues of enrollment. The Admissions Office is a permanent organization that organizes and implements the enrollment of ordinary undergraduate students, and is responsible for the daily work of enrollment of ordinary undergraduate students.
Article 6 The Office of the Disciplinary Committee of the School/the Office of the Ombudsman shall be responsible for supervising the implementation of the enrollment policy and the openness, fairness and impartiality of enrollment, and safeguarding the legitimate rights and interests of the school and candidates.
Chapter III Enrollment Plan
Article 7 Schools shall, according to factors such as development planning, school conditions, students' situation, graduates' employment situation, etc., determine inter-provincial (autonomous regions and municipalities) sub-professional plans, and timely submit them to the higher authorities for examination and filing as required. The specific enrollment plans of all provinces (autonomous regions and municipalities) shall be subject to the information announced to the public by the provincial admissions office.
Article 8 In accordance with the relevant regulations of the Ministry of Education, the school reserves a small number of plans to adjust the imbalance of students who have passed the unified examinations in various places and solve the admission problem of candidates with the same scores. The reserved plan shall not exceed 1% of the total undergraduate enrollment plan.
Chapter IV Access Rules
Article 9 Schools shall fully implement the "sunshine project" for college enrollment, adhere to the principle of "fairness, justice, openness and merit-based", select outstanding talents for the country and schools, and cultivate socialist builders and successors with all-round development in morality, intelligence, physique, beauty and labor.
Tenth schools according to the provinces (autonomous regions and municipalities) to determine the proportion of candidates' files. For batches that voluntarily file in sequence, the file transfer ratio shall be controlled within 120%. According to the batch submitted by parallel volunteer, the shift ratio should be controlled within 10 1%.
Eleventh non college entrance examination comprehensive reform of the province's schools, according to the literature and history, science and engineering, art classification admission. In the pilot provinces for comprehensive reform of the college entrance examination, students are admitted according to the relevant provisions of the college entrance examination reform plan. Candidates' selected subjects must meet the requirements of the selected subjects stipulated by our school's enrollment major, and the comprehensive quality evaluation methods of candidates shall be implemented in accordance with the relevant provisions of the Ministry of Education.
Article 12 The admission of policy bonus candidates shall be implemented in accordance with the bonus policies and admission regulations formulated by the Ministry of Education and the provincial admissions committees of provinces (cities, districts).
Thirteenth general professional admission rules
The school does not set a grade difference for professional volunteers. According to the candidates' scores and professional volunteers, the candidates' admission majors are determined according to the principle of "first grading and then volunteering". Under the same conditions, the enrollment is sorted according to the rules of enrollment in the provinces of origin; If the province of origin is uncertain about the sorting rules of the same score, those with high scores in Chinese, mathematics and foreign languages will be given priority; If the same scores are still exactly the same after sorting, our school will use the reservation plan for admission. Candidates who can't meet all their professional volunteers will be admitted to the majors in the corresponding disciplines or professional groups that have not completed the enrollment plan; Candidates who can't meet all the professional volunteers and don't obey the professional adjustment will be dismissed.
Article 14 Admission Rules for Art Majors
(1) Art majors in our school include environmental design, visual communication design, costume and costume design, animation, musicology, dance, broadcasting and hosting, radio and television director, film and television photography and production.
(2) Candidates' professional achievements are directly related to the provincial unified examination (joint examination) in Shengyuan province, and their cultural and professional achievements must meet the admission control scores and related requirements of the batch of art recruitment types in our school announced by the recruitment authorities in Shengyuan province.
(3) For qualified candidates, according to the principle of priority, and there is no professional volunteer level. Under the same conditions, the enrollment is sorted according to the rules of enrollment in the provinces of origin. Schools need to determine the rules of filing, according to the comprehensive scores from high to low merit. When the comprehensive scores are the same, students with the highest scores in majors, Chinese, mathematics and foreign languages are given priority. The specific calculation method of comprehensive scores of various professional categories is as follows:
Comprehensive score of music, art and dance = cultural score of college entrance examination (including policy bonus) ×30%+ professional unified examination score ×70%, with final score reserved 1 decimal place; Comprehensive scores of director, broadcasting and hosting, photography = cultural scores of college entrance examination (including policy points)+professional unified examination scores.
Article 15 There is no requirement for the ratio of male to female in each major. English and translation majors are limited to English language candidates and require candidates to pass the oral English test. Other majors are not limited to candidates who take foreign languages. The language of public foreign language teaching in schools is English.
Sixteenth provincial (city) candidates who comprehensively reform the college entrance examination can inquire about the specific requirements of each enrollment major through the website of the provincial (district, city) enrollment examination or the enrollment information network of Changsha University.
Seventeenth professional requirements for candidates' physical health and physical conditions, in accordance with the Ministry of Education, the former Ministry of Health, the China Disabled Persons' Federation issued the "Guiding Opinions on the Physical Examination of College Admissions" and related supplementary provisions. In view of the fact that the above-mentioned documents do not stipulate the requirements for abnormal color vision for functional materials and biopharmaceuticals, the school requires candidates of functional materials and biopharmaceuticals to have abnormal color vision for completing their studies.
Eighteenth candidates admission results will be announced in accordance with the relevant requirements and regulations of the Ministry of Education. Candidates can log on to the admission examination websites of various provinces (autonomous regions and municipalities) or the admission information network of Changsha University.
Nineteenth freshmen within three months after admission, the school according to the relevant provisions of the national enrollment for freshmen qualification review and physical review. Art freshmen must also participate in the professional re-examination organized by the school after entering school. In the re-examination (re-examination, re-examination), if students are found to have fraud or malpractice, they will be determined to be unqualified in the re-examination and their school status will be cancelled. If the circumstances are serious, the school will hand it over to relevant departments for investigation and handling.
Chapter V Charging Standards and Others
Twentieth schools in accordance with the principle of territorial management, in strict accordance with the relevant documents of Hunan Provincial Development and Reform Commission, Hunan Provincial Department of Finance and Hunan Provincial Department of Education to implement tuition standards. Twenty-first schools set up a "green channel" for new students with family difficulties, and build a multi-integrated student financial aid system to help students successfully complete their studies.
Twenty-second students are allowed to graduate after completing the contents and credits stipulated in the talent training program within the learning period stipulated by the school, and the undergraduate diploma of Changsha University will be issued before leaving school; Those who meet the conditions for degree granting shall be awarded the bachelor's degree certificate of undergraduate graduates of general higher education.
Chapter VI Supplementary Provisions
Twenty-third schools do not entrust any intermediary institutions or individuals to enroll students, and do not charge any fees other than those stipulated by the state. Our school reserves the right to investigate the legal responsibility of intermediaries or individuals engaged in illegal enrollment publicity activities in the name of our school.
Article 24 These Articles of Association are applicable to the full-time undergraduate enrollment of Changsha University, and the admissions office is responsible for the interpretation upon the authorization of the school.
Article 25 The Articles of Association shall come into force as of the date of promulgation. If there is any conflict between the provisions of the school's previous documents on enrollment and the Articles of Association, the Articles of Association shall prevail. After the promulgation of the Articles of Association, if the policies of the Ministry of Education and provinces (autonomous regions and municipalities) are adjusted, our school will formulate corresponding enrollment policies and announce them separately.
