First, the professional qualification grade of marine surveying and mapping

Surveying and mapping qualifications are divided into two grades: A and B. When applying for the first time, you can only apply from Grade B first, but you can't apply for Grade A directly, and you can only get it through upgrading.

Surveying and mapping qualification professional categories are divided into geodesy, surveying and mapping aerial photography, photogrammetry and remote sensing, engineering survey, marine surveying and mapping, boundary and real estate surveying and mapping, geographic information system engineering, map compilation, navigation electronic map making, and Internet map service.

Two, marine surveying and mapping professional reporting conditions:

1, with legal personality;

2, there are surveying and mapping professional and technical personnel and surveying and mapping related professional and technical personnel to adapt to the surveying and mapping activities;

3. Having technical equipment and facilities suitable for surveying and mapping activities;

4, a sound technical and quality assurance system, safety measures, information security management system and surveying and mapping results and data file management system.

Three, marine surveying and mapping professional qualification certificate:

Surveying and mapping qualification certificate is valid for five years. Surveying and mapping qualification certificates include paper certificates and electronic certificates, which have the same legal effect. You can apply for promotion to Grade A if you have obtained Grade B qualification for 2 years and your performance meets the standard requirements.

Performance requirements: have obtained Grade B surveying and mapping qualification of corresponding professional category for 2 years. In the past two years, the total value of surveying and mapping services applied for in each professional category is not less than 6 million yuan, and at least one surveying and mapping project with an amount of not less than 500,000 yuan has been completed.

To increase the professional category of Grade A surveying and mapping qualification, it shall meet the performance requirements of Grade A surveying and mapping stipulated by professional standards. Surveying and mapping units are transformed or divided, and the application for the original qualification grade and professional category is not restricted by the requirements of Grade A surveying and mapping performance stipulated in this standard.

Four, marine surveying and mapping professional certificate issuing authority

The issuing authority on the certificate is the Provincial Department of Natural Resources (unless approved by the Ministry of Natural Resources).

Five, marine surveying and mapping professional technical equipment:

Class A technical equipment: 1, GNSS receiver and total station, totaling10; 2. There are 14 shallow profiler, side-scan sonar, marine magnetometer, sounder, sound velocity meter, water level gauge, current meter, or two multi-beam sounding systems.

Class B technical equipment: 1. Total station1; 2. 1 sounder

Note: 1, the "total" of technical equipment requirements, does not need to have every technical equipment.

2. The accuracy of 2.GNSS receiver, total station and level shall be not less than 5mm+ 1× 10-6 D, 2 "and S 1 respectively.

3. Equipment cannot be leased, and new purchase or transfer of equipment ownership (i.e. second-hand purchase) is allowed. Certificate of equipment ownership transfer and original invoice are required.

Six, marine surveying and mapping professional qualification requirements

1, the qualification requirements of Grade A marine surveying and mapping specialty are as follows:

Personnel scale: **40 people, including 4 senior engineers, 7 intermediate engineers, junior engineers 13, and surveying and mapping professionals 16.

2, B marine surveying and mapping professional qualification requirements are as follows:

Staff size: **6 people, including 2 middle-level surveying and mapping engineers, 2 junior engineers and 2 surveying and mapping professionals.

Seven, marine surveying and mapping professional scope:

Class A business scope: coastal topographic survey, bathymetric survey, hydrological observation, marine engineering survey, sweeping survey, depth datum survey, chart compilation and marine surveying and mapping supervision.

Scope of Class B operation restrictions: it is forbidden to engage in depth datum measurement and chart compilation; Coastal topographic survey, bathymetric survey, hydrological observation, marine engineering survey and sweeping survey shall not be carried out in the adjacent area above 100 square kilometers.

Eight, about the technical personnel requirements:

1, professional and technical personnel include surveying and mapping professional and technical personnel and surveying and mapping related professional and technical personnel. Professional and technical personnel shall have People's Republic of China (PRC) nationality and shall not hold part-time jobs. Surveying and mapping professional and technical personnel shall have the professional title of Surveying and mapping, and surveying and mapping related professional and technical personnel shall have the professional degree of Surveying and mapping or the professional title of Surveying and mapping. Among the professional and technical personnel who apply for Grade A and Grade B surveying and mapping qualifications, the number of retired professional and technical personnel shall not exceed 2 and 1 person respectively.

2. Surveying and mapping major refers to geodesy, engineering survey, photogrammetry, remote sensing, cartography, geographic information, cadastral surveying and mapping, surveying and mapping engineering, mine surveying, marine surveying and mapping, navigation engineering, land management and monitoring of geographical conditions.

Surveying and mapping related majors refer to geography, geology, engineering survey, resource exploration, civil engineering, planning, municipal administration, water conservancy, electric power, roads and bridges, civil engineering, ocean, computer, software, electronics, information, communication, Internet of Things, statistics, ecology, printing, artificial intelligence, big data, cloud computing, confidentiality, archives and other majors.

3. The number of professional and technical personnel specified in this standard is the minimum requirement. High-level surveying and mapping professionals can offset low-level surveying and mapping professionals, and surveying and mapping professionals can offset surveying and mapping related professional and technical personnel.

Nine, the application process:

After preparing the above materials, you can start applying for qualification. At present, all applications for surveying and mapping qualification in China are declared on the unified website: National Surveying and Mapping Qualification Management Information System (trial operation).

After submitting the application, it will enter the examination and approval process, and the specific provisions are as follows:

(1) If the application materials are complete and conform to the statutory form, decide to accept and issue a notice of acceptance;

(2) If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be corrected on the spot or within five working days. If the application materials are not informed within the time limit, it shall be accepted as of the date of receipt of the application materials;

(three) if the application matters are not within the scope of authority of the examination and approval authority according to law, it shall immediately make a decision not to accept it, and inform the applicant to apply to the relevant examination and approval authority.

(four) the examination and approval authority shall, within fifteen working days from the date of acceptance, make a written decision on whether to approve the qualification of surveying and mapping.

(5) If a decision cannot be made within fifteen working days due to special circumstances, it may be extended for ten working days with the approval of the person in charge of the examination and approval authority, and the applicant shall be informed of the reasons for extending the time limit.

(six) if the examination and approval authority makes a decision on granting surveying and mapping qualification, it shall issue a surveying and mapping qualification certificate to the applicant within ten working days from the date of making the decision; If the examination and approval authority decides not to approve the qualification of surveying and mapping, it shall explain the reasons and inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.
