Shaanxi Railway Engineering Vocational and Technical College was founded in 1973, formerly known as Weinan Railway Engineering School of the Ministry of Railways. In 2002, it was placed under the Shaanxi Provincial People's Government by the Ministry of Railways. In 2003, with the approval of the Shaanxi Provincial People's Government and the record of the Ministry of Education, it was restructured and upgraded to a higher vocational and technical college at the junior college level.

Focusing on transportation and civil engineering, the college trains technical and technical talents needed for the construction and management of infrastructure projects such as railways, urban rail, highways and buildings, and has formed a school-running pattern with full-time college-level higher vocational education as the main body and combining adult education, short-term training, skills training and appraisal.

The college relies on the railway industry to run schools and highlight the railway characteristics to educate people. It consists of eight departments: Railway Engineering Department, Track Engineering Department, Road and Bridge Engineering Department, Surveying and Mapping Engineering Department, Architectural Engineering Department, Management Engineering Department, Electromechanical Engineering Department, Electrical and Information Engineering Department, Basic Courses Department, Ideological and Political Theory Teaching and Research Department, Continuing Education Department and Physical Education Department.
