Regulations of Jinzhong Municipality on the Administration of Secondary Water Supply for Urban Residents

Chapter I General Provisions Article 1 In order to standardize the planning, construction, maintenance and management of secondary water supply facilities for urban residents and ensure the quality and safety of domestic water for residents, these Regulations are formulated in accordance with the Regulations on Urban Water Supply, the Regulations on the Administration of Urban Water Supply and Water Conservation in Shanxi Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 The term "secondary water supply for urban residents" as mentioned in these Regulations refers to the water supply mode in which the pipeline water of urban centralized public water supply is separately stored under pressure and then transported to households. Article 3 These Regulations shall apply to the planning, design, facility construction, operation and related supervision and management activities of secondary water supply for urban residents within the administrative area of this Municipality. Article 4 The secondary water supply for urban residents shall follow the principles of overall planning, scientific management, safety and hygiene, energy conservation and consumption reduction. Fifth city and county (city, district) people's government should strengthen the leadership of the management of secondary water supply for urban residents, establish a coordination mechanism, and timely deal with major problems in the management of secondary water supply for urban residents. Sixth city and county (city, district) people's government department in charge of urban water supply is responsible for the management of secondary water supply for urban residents.

City, county (city, district) people's government housing and urban and rural construction departments responsible for the supervision and management of urban residents' secondary water supply facilities design, construction and project quality acceptance.

The health department of the people's government of the city or county (city or district) is responsible for the health supervision of the secondary water supply for urban residents.

City, county (city, district) people's government price departments responsible for the development of urban residents two water supply price policy.

The public security organs of the people's governments of cities and counties (cities, districts) are responsible for the public security management of secondary water supply for urban residents.

Finance, planning and natural resources, administrative examination and approval, market supervision and management, comprehensive administrative law enforcement of urban management and other relevant departments shall do a good job in the management of secondary water supply for urban residents in accordance with their respective responsibilities. Chapter II Construction and Operation Management Article 7 The people's governments of cities and counties (cities, districts) shall organize the preparation of special plans for urban water supply, coordinate the construction of urban public water supply pipe networks, and determine the setting of secondary water supply facilities for urban residents according to law. Eighth to encourage new construction and renovation of secondary water supply facilities for urban residents by the city public water supply enterprises to implement unified construction and unified management. Tenth existing secondary water supply facilities for urban residents do not meet the technical and sanitary requirements of secondary water supply projects, and should be rebuilt.

Specific measures for the renovation of secondary water supply facilities for urban residents shall be formulated by the Municipal People's Government.

The operation and management unit of the secondary water supply facilities for urban residents shall be transformed in accordance with the relevant provisions of these regulations and the transformation measures. Eleventh city and county (city, district) people's governments should raise funds for the renovation of secondary water supply facilities for urban residents through multiple channels, and renovate secondary water supply facilities for urban residents in old communities according to the special planning of urban water supply and actual needs.

Encourage social diversification to participate in the renovation of secondary water supply facilities for urban residents in old communities. Article 12 The competent department of urban water supply of the Municipal People's Government shall, according to the national technical standards and professional technical specifications, formulate local technical specifications for secondary water supply facilities for urban residents in this Municipality. Article 13 The design, construction and supervision of secondary water supply facilities for urban residents shall be entrusted to units with corresponding qualifications, and the relevant national and local technical standards, norms and procedures shall be strictly implemented. Fourteenth urban residents secondary water supply facilities should be set up independently, and shall not be mixed with fire fighting, non-drinking water and other facilities.

(six) regular water pressure test, not less than once every six months;

(seven) the establishment of operation and maintenance management files, the operation, fault handling, cleaning, disinfection, testing, transformation and other records one by one, and to the local water supply department and the health department for the record;

(eight) to formulate emergency plans and organize regular drills;

(nine) handling complaints about the management of secondary water supply facilities for urban residents;

(ten) the relevant provisions of other laws and regulations.
