Chapter I General Provisions Article 1 In order to standardize the planning, construction, maintenance and management of secondary water supply facilities for urban residents and ensure the quality and safety of domestic water for residents, these Regulations are formulated in accordance with the Regulations on Urban Water Supply, the Regulations on the Administration of Urban Water Supply and Water Conservation in Shanxi Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 The term "secondary water supply for urban residents" as mentioned in these Regulations refers to the water supply mode in which the pipeline water of urban centralized public water supply is separately stored under pressure and then transported to households. Article 3 These Regulations shall apply to the planning, design, facility construction, operation and related supervision and management activities of secondary water supply for urban residents within the administrative area of this Municipality. Article 4 The secondary water supply for urban residents shall follow the principles of overall planning, scientific management, safety and hygiene, energy conservation and consumption reduction. Fifth city and county (city, district) people's government should strengthen the leadership of the management of secondary water supply for urban residents, establish a coordination mechanism, and timely deal with major problems in the management of secondary water supply for urban residents. Sixth city and county (city, district) people's government department in charge of urban water supply is responsible for the management of secondary water supply for urban residents.

(nine) handling complaints about the management of secondary water supply facilities for urban residents;

(ten) the relevant provisions of other laws and regulations.
