Organization chart of bonded logistics center

Bonded logistics center is a closed customs supervision area with port function. There are two types: type A and type B.

Class A bonded logistics center refers to a place under customs supervision, which is approved by the customs and operated by an enterprise as a legal person in China and specializes in bonded warehousing and logistics business.

Type b

Class B bonded logistics center refers to a centralized customs supervision place approved by the customs and operated by an enterprise legal person in China, where many enterprises settle in and engage in bonded warehousing and logistics business.

Bonded Logistics Center (Type A)

Bonded Logistics Center (Type A) refers to a place under customs supervision, which is approved by the customs and operated by an enterprise as a legal person in China and specializes in bonded warehousing and logistics business. Bonded logistics center (Type A) is divided into public logistics center and self-use logistics center according to the service scope. Public logistics center refers to the customs supervision place operated by an enterprise legal person specializing in warehousing and logistics business in China, which provides bonded warehousing and logistics comprehensive services to the society. Self-use logistics center refers to a place under customs supervision operated by an enterprise as a legal person within the territory of China, which only provides bonded warehousing and logistics services to members of the enterprise or enterprise group.

Bonded Logistics Center (Type B)

I. Definition of Bonded Logistics Center. Bonded logistics center (Type B) refers to the centralized customs supervision place approved by the customs and operated by enterprise legal persons in China, where many enterprises settle in and engage in bonded warehousing and logistics business. 2. Goods that can be stored in the logistics center: (1) domestic export goods; (2) Transit goods and international transit goods; (3) Temporary storage of goods by foreign investors; (four) processing trade import and export goods; (5) Supplies of materials and spare parts for ships and aircraft sailing internationally; (6) Parts and components imported and consigned for the maintenance of foreign products; (7) General trade imported goods that have not gone through customs formalities; (eight) other goods approved by the customs without customs formalities. 3. Enterprises operating logistics centers can carry out the following businesses: (1) Bonded warehousing of import and export goods and other goods that have not gone through customs formalities; (two) simple processing and value-added services for the stored goods; (3) global procurement and international distribution and distribution; (4) entrepot trade and international transit business; (five) other international logistics business approved by the customs. 4. The establishment of a logistics center shall meet the following conditions: (1) The storage area of the logistics center shall not be less than 6,543,800 square meters in the eastern region and not less than 50,000 square meters in the central and western regions; (2) Conforming to the requirements of the customs on the supervision, planning and construction of the logistics center; (3) It is located near seaports, airports, land transportation hubs, inland areas and other places with great international logistics demand, convenient transportation, customs offices and centralized customs supervision; (four) confirmed by the provincial people's government, in line with the overall layout of local economic development, to meet the needs of the development of processing trade for bonded logistics; (5) Establish a computer management system that meets the requirements of customs supervision, provide terminal equipment for customs to access data, and connect with the customs through the "electronic port" platform according to the authentication methods and data standards stipulated by the customs, so that the customs can exchange data and share information with the departments of national tax and foreign exchange management on a unified platform; (six) to set up safety isolation facilities, video surveillance systems and other regulatory office facilities that meet the requirements of customs supervision. 5. An enterprise operated by a logistics center shall meet the following conditions: (1) It has been registered by the administrative department for industry and commerce and has the qualification of an independent enterprise legal person; (2) Its registered capital is not less than 50 million yuan; (3) Having the ability to manage the central enterprises on a daily basis; (4) Having the ability to assist the customs in supervising the goods entering and leaving the logistics center and the business activities of the central enterprises. 6. An enterprise applying for the establishment of a logistics center shall submit a written application to the customs directly under it, and submit the following materials stamped with the seal of the enterprise: (1) an application; (two) the opinions of the provincial people's government (with the feasibility study report); (3) A copy of the articles of association of the enterprise; (4) A photocopy of the business license of the enterprise as a legal person; (5) A copy of the identity certificate of the legal representative; (six) a copy of the tax registration certificate; (seven) the capital verification report issued by the accounting firm and other credit documents; (eight) the legal proof of the land use right of the logistics center and the geographical location map and floor plan. Seven, the establishment of logistics center (class B) application accepted by the customs directly under the General Administration of Customs for examination and approval. Eight, logistics center (b) acceptance. An enterprise shall submit an application for acceptance to the General Administration of Customs within 1 year from the date when the General Administration of Customs issues a document approving the establishment of a logistics center, and the General Administration of Customs shall, jointly with People's Republic of China (PRC) State Taxation Administration of The People's Republic of China, the State Administration of Foreign Exchange and other departments or entrust an authorized institution to conduct acceptance. After the acceptance of the logistics center, the General Administration of Customs will issue the Acceptance Certificate of Bonded Logistics Center (Type B) and the Registration Certificate of Bonded Logistics Center (Type B) to the logistics center operators, and issue signs. Relevant business can be carried out after the logistics center is qualified. If an enterprise that is allowed to set up a logistics center fails to apply for acceptance on time due to justifiable reasons, it may postpone the acceptance with the consent of the customs directly under it, but the extension shall not exceed 6 months. If there are special circumstances that require a second extension, it shall be reported to the General Administration of Customs for approval. If an enterprise that has approved the establishment of a logistics center fails to apply for acceptance within the time limit without justifiable reasons or fails to pass the acceptance, it shall be deemed to have withdrawn its application for the establishment of a logistics center.
