Scope of application of prohibited import commodities

For imported solid wastes that do not meet the corresponding "other requirements or precautions" in the Catalogue of Restricted Import of Solid Wastes and the Catalogue of Automatically Licensed Import of Solid Wastes, the port inspection and quarantine institution shall not issue a customs clearance form for imported goods in accordance with the management of prohibited import of solid wastes, and the customs shall not release it, and shall order the importer or carrier to return the goods according to law.
3. The Ministry of Commerce or the Ministry of Commerce in conjunction with other relevant departments of the State Council, with the approval of the State Council, temporarily decides to ban the import of specific goods and technologies other than the Catalogue of Prohibited Goods within the scope stipulated in Articles 16 and 17 of the Foreign Trade Law.
4. Cultural relics, wild animals and plants and their products prohibited from being imported by other laws and administrative regulations:
(1) It is forbidden to import related animals and animal products, meat and bone meal and other animal feed and animal-derived biological products from epidemic areas.
(2) It is forbidden to import right-hand-drive vehicles (including official and private vehicles of embassies and consulates and foreign permanent offices) by any means of trade or donation.
(3) It is forbidden to import imitation guns by any means of trade.
(4) It is forbidden to import automobiles with CFC- 12 as refrigerant and automobile air-conditioning compressors (including automobile air conditioners) with CFC- 12 as refrigerant.
(5) It is forbidden to import industrial and commercial compressors using perfluorocarbon as refrigerant.
(6) It is forbidden to import household appliances with chlorofluorocarbons as refrigerants, foaming agents and compressors for household appliances with chlorofluorocarbons as refrigerants.
(7) It is forbidden to dump, pile up and dispose of solid waste outside People's Republic of China (PRC); It is forbidden to import solid wastes that cannot be used as raw materials or used harmlessly; It is prohibited to import solid wastes that are not listed in the Catalogue of Wastes that can be used as Raw Materials under Automatic Import License Management and the Catalogue of Wastes that can be used as Raw Materials under Restricted Import.
(8) It is forbidden to import scrap metal contaminated by radioactivity.
(9) The import of wastes shall be prohibited under the following circumstances:
(1) Goods whose import is prohibited by the state are abandoned due to loss of use value or not, or become solid waste for other reasons;
② The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal identifies them as hazardous wastes and other wastes (wastes collected from households), and lists them in China's National List of Hazardous Wastes or identifies them as hazardous wastes according to the criteria for identifying hazardous wastes;
(10) It is forbidden to import waste CD production equipment, and it is forbidden to enter export processing zones, bonded zones and other special areas under customs supervision.
(1 1) It is forbidden to import old glass bulbs, old picture tubes, regenerated picture tubes and old TV sets in any way of trade.
(12) It is forbidden to import goods with the word "DARKIE" and other words or graphics that vilify blacks.
(13) Prohibition of Import The Convention on International Trade in Endangered Species of Wild Fauna and Flora prohibits the import of endangered wild animals and plants and their products for commercial purposes. Due to special circumstances such as scientific research, domestication and breeding, artificial breeding, cultural exchange, etc., the import shall be approved by the wildlife department in the State Council, and it shall be approved by the State Council according to regulations, and it shall be reported to the State Council for approval.
(14) The State prohibits the import of audio-visual products containing the following contents:
(1) Violating the basic principles determined by the Constitution;
(2) endangering national unity, sovereignty and territorial integrity;
(3) endangering national security or damaging national honor and interests;
(4) Attacking China and slandering the government of People's Republic of China (PRC);
(5) Inciting national hatred and discrimination, undermining national unity and infringing on national customs and habits;
Advocating cults and superstitions;
(seven) disrupting social order and undermining social stability;
(8) Propagandizing obscenity, gambling, violence or abetting crimes;
Pet-name ruby insult or slander others, infringe upon the legitimate rights and interests of others;
Attending to harm social morality or national excellent cultural traditions;
The competent department of the state decides to prohibit entry;
There are other contents prohibited by laws, administrative regulations and state regulations.
(15) It is forbidden to import the following veterinary drugs:
① Risk assessment may cause harm to aquaculture and human health or have potential risks;
② The curative effect is uncertain, and the adverse reaction is great;
(3) Veterinary biological products from epidemic areas that may cause the epidemic to spread in China;
(four) the production conditions do not meet the requirements;
(five) the label and instructions do not meet the requirements;
6. The registration certificate of imported veterinary drugs is revoked or revoked;

(18) The commodities whose import is stopped include: potassium chlorate and ammonium nitrate (except ammonium nitrate which has been approved by the State Bureau of Science, Technology and Industry for National Defense and has gone through the import inspection and release procedures according to the Notice of the General Office of the General Administration of Customs on the Import of Ammonium Nitrate (No.2005)).
(19) Since February 3, 2009, the import procedures of peanut butter and peanut butter-containing foods produced by American 1 1 enterprises have been suspended.
(20) It is forbidden to import goods marked with Japanese Zero fighters and Nazi German fighters during World War II.
(2 1) It is prohibited to import electronic information products that do not meet the national or industrial standards for the control of toxic and harmful substances or elements in electronic information products.
5. Technologies prohibited from being imported by the Regulations of People's Republic of China (PRC) Municipality on the Administration of Technology Import and Export (hereinafter referred to as the Regulations on the Administration of Technology Import and Export) shall not be imported. See the Catalogue of Technologies Prohibited from Import and Restricted from Export in China (MOFTEC and SETC OrderNo. 15, revised by Ministry of Commerce Order No.7 in 2007).
6. Imported goods and their packaging that violate the one-China principle shall not be imported. In the process of supervision, if the customs finds that the imported goods or their packages are printed with "Made in the Republic of China" or "Made in the Republic of China" or marked with the year number of the Republic of China, it shall require the relevant enterprises to obliterate, tear off or replace the packaging before going through the import formalities; Goods that cannot be eliminated shall be returned. The above-mentioned replaced packaging materials shall be destroyed or delisted under customs supervision.
7. It is forbidden to import DDT, chlordane, mirex and hexachlorobenzene.
8. It is forbidden to import ractopamine and ractopamine hydrochloride.
9. Since July 1 2065438, except for the permanent offices and permanent staff of motor vehicles that can enter the country duty-free according to relevant intergovernmental agreements and high-level talents and experts specially introduced by the state, other permanent offices and permanent staff are not allowed to bring used motor vehicles into the country, and the customs will not accept their entry applications.
