1999, Jiangxi province started the construction of 1∶ 1 Wanxian (city) level land use status database. Pingxiang is the pioneer of modern industry in China, the birthplace of the workers' movement in China, the main outbreak of the autumn harvest uprising and the holy land of the Red Revolution. Pingxiang City is located in the west of Jiangxi Province, on the border of Hunan and Jiangxi, and now has jurisdiction over Shangli, Luxi and Lianhua counties, Anyuan and Xiangdong districts and a provincial-level economic development zone-Anyuan Economic Development Zone. Since 2000, Pingxiang City has completed the database construction of land use status in four districts and counties except Lianhua County, and passed the pre-acceptance organized by the provincial offices. The results of the project have played an important role in land management in various places. At the same time, the relevant research results show that although the database construction has been carried out in an all-round way and made important progress, there are still some problems in the application of the results, mainly in the following two aspects: ① the phenomenon of "idle databases" and "dead databases" is widespread, and some databases have not played their due roles in practical work; (2) It is difficult to integrate the database results of counties and districts, and the data cannot be circulated and enjoyed, so it is difficult to play a role at or above the prefecture level.

At present, the country's land management system and management functions have undergone major changes, and land resources management has participated in macro-control. The start of the "Golden Land Project" has also put forward new requirements for the management of land use status data. The new situation, new management system and management function require us to re-examine the management and application mode of land use data. For the municipal land and resources management departments, how to integrate and apply these scattered and independent 1∶ 1 county (city) land use databases to serve the management work such as construction land approval, cultivated land protection and land use planning is the key problem to be solved in the pilot study.

In recent years, information technology has developed rapidly, and mass data storage and data warehouse technology, large-scale database technology, network technology, Web-based applications and communication technology have been continuously improved. The application of "3 S" technology in land and resources investigation is becoming more and more mature; Network information security technology is changing with each passing day, and the rapid development of these key technologies has created good technical conditions for this pilot study.

The construction of land and resources information network system makes the transmission, exchange, sharing and comprehensive application of land spatial data become a reality; At the same time, in 20001year, the Ministry of Land and Resources promulgated and tried out the Standards for Land Use Databases at County (City) Level and the Technical Regulations for Land Use Databases at County (City) Level, and in the same year organized the evaluation of the national database building software platform, which enabled the construction of land use databases in Jiangxi Province to be carried out under the unified data format standards and standardized technical routes and the unified MAPGIS platform of the whole province, laying a solid foundation for the development of this pilot study.

The leading group of Pingxiang Municipal Bureau of Land and Resources attaches great importance to the informatization construction of land and resources, and specially set up the "Pingxiang County Land Use Database Integration and Application Pilot Leading Group" composed of the municipal bureau and county directors, which ensured the smooth development of this research work. According to the development idea of "overall design, step-by-step implementation, integration of resources and rolling development", the party group of this bureau has incorporated information construction into the "number one project", with a personal investment of nearly 7 million yuan to carry out aerial photogrammetry and related basic database and information system construction in Anyuan District, where the municipal government is located. In addition, the intelligent office building of Pingxiang Land and Resources Bureau with an investment of more than 38 million yuan was delivered at the end of June 2005, and has been connected with the government network, realizing multi-level data sharing among provinces, cities and counties, and the data exchange system has initially taken shape.

It provides a technical basis for solving the * * * sharing and integrated application of database results of1:10000 land use status database construction project.

4 technical route and technical implementation method

4. 1 Overall framework system and operation mode of Pingxiang two-level database integration application

According to the actual distribution of Pingxiang cities and counties, the system adopts the B/S network structure which is mainly composed of fat servers and thin clients, supplemented by the C/S network structure with good interactivity. Based on MAPGIS software, the distributed mass data management and multi-level distributed cooperative working mechanism are realized by making full use of DBMS technologies such as data management, server cluster, directory service, distributed components and distributed transaction management. The organization form of the database is "single logic, multi-physics", and the whole system is a database in logic, that is, the database of land use status is physically composed of the databases of land and resources bureaus of various districts and counties. In this form, each branch office is well isolated, data security is easy to ensure, and each branch office is allowed to have different business logic in business.

A data center was established in Pingxiang Land and Resources Bureau, and an IBM high-performance server was purchased for centralized storage and management of multi-scale comprehensive databases in municipal counties. Under the MAPGIS platform developed in cooperation with Wuhan Zhongdi Information Engineering Co., Ltd., the Municipal Bureau installed the integrated application system software of county-level land use database based on network. All county-level land and resources bureaus can access, call and manage the land use database at the same level only through the local government network line and IE browser, and can easily complete statistics, analysis, drawing, tabulation and summary through remote calling technology. If there is any change, the county land bureau will provide the measured geodetic coordinates and a set of corresponding land use approval materials, and finally the municipal land bureau will update and maintain the database in a unified way.

4.2 Implementation Scheme of Database Integration Application

The pilot project was realized by using the database integration system software based on MAPGIS platform independently developed by Wuhan Zhongdi Information Engineering Co., Ltd., and the implementation plan passed the expert review organized by the Ministry of Land and Resources on February 28, 2005.

Pingxiang land use database construction adopts the unified MAPGIS platform in the whole province, and the whole city is at the same central longitude, so there is no need for data conversion and projection conversion. As soon as possible, arrange the counties and districts that have not completed the investigation of land use status update, and ensure the status quo of land use databases in counties and districts integrated by municipal databases. Check the database of land use status in counties and districts, and correct any mistakes in time. According to the centralized management mode, the county land use status database is integrated to form a separable and combinable municipal land use database.

Through this mechanism, the integrated management of physically separated multi-source, multi-scale and multi-granularity data is finally realized, and the dynamic interaction and automatic switching of graphic data browsing, query and statistics are realized, so that all data are logically integrated and easy to update and use.

4.5 Main technologies adopted in this pilot study

Land use data is based on database and network technology, and the technology of network server construction, management, storage and remote call is studied to realize data sharing.

The core of spatio-temporal analysis technology is how to effectively express, record and manage the changes of real-world entities over time. This spatio-temporal change is manifested in three forms: ① attribute changes, and its spatial coordinates or positions remain unchanged; (2) The spatial coordinate or position changes, but the attribute remains unchanged; ③ The spatial coordinates and attributes of spatial entities have changed.

According to the data storage mode and organization mode of county land use database, the technology of database map boundary and administrative division boundary is studied. 4.6 New mechanisms and technologies to be integrated and improved.

Due to the tight time and heavy task of this pilot project, some new technologies will be integrated into Pingxiang county-level land use database comprehensive application system based on network through trial operation in the future.

4.6. 1 New land use data update and maintenance mechanism

According to different regions and data sources, remote sensing data are used to assist county-level land use change and update county-level land use database, forming a variety of operational land use change and land use database update technical processes and corresponding maintenance mechanisms.

4.6.2 Land use data updating technology integration based on "3S" technology.

On the basis of integrating the existing technologies, starting with the data collection and collection technologies, the field data rapid investigation and data collection based on "3S" integration technology, "GPS+PDA" and "star measurement" technologies are integrated to realize the rapid acquisition, processing and updating of county-level land use data, including: fast and efficient processing of orthophoto maps based on aerial remote sensing data; Fast processing of satellite remote sensing data and extraction of land change information, including high-resolution satellite data processing, automatic information discrimination and quantitative extraction technology.

5 Main achievements of the project

6 conclusion

As one of the two pilot projects in China, the pilot research project is carefully organized by China Land Survey and Planning Institute, led by Jiangxi Land Survey and Planning Institute, and implemented by Pingxiang Land and Resources Bureau and its counties and districts in accordance with unified planning. After several stages of efforts, such as project evaluation, demand analysis, scheme design, scheme demonstration, organization and implementation, new application requirements are constantly put forward through trial operation, and the application system is still improving.

Fortunately, the high-efficiency networked integrated application system of Pingxiang county-level land use database has been gradually recognized by Pingxiang city and the county land bureau under its jurisdiction, and the application system is also being tested by practical work. At the same time, the land management departments at all levels in Pingxiang City are gradually forming and standardizing the concept and mechanism of database updating. The ultimate goal of this pilot study is to study municipal land management, establish a network-based integrated application system of county-level land use data, form a coordinated, high-speed and unified land use digital information management and sharing mechanism, and make the county-level land use database construction project better serve the informationization of land and resources.
