50-meter ultra-low altitude aerial photography requires approval procedures.

Approval process: the unit submits an application to the approval department, and the approval department negotiates with relevant units for approval. The applicant shall apply to the examination and approval authority at least 13 working days in advance, and the examination and approval authority shall make a decision on approval or disapproval within 10 working days after receiving the application.

The relevant provisions of the general aviation mission approval and management regulations are as follows:

Article 5

Except for the following nine cases, the general aviation mission does not need to go through the procedures of mission application and approval, but before the flight is carried out, it must apply for a flight plan in accordance with the national flight control regulations and explain the nature of the mission:

(1) The General Staff Department of the Civil Aviation Administration and the Ministry of Foreign Affairs shall examine and approve the entry and exit of aircraft into and out of China's land border and disputed border areas or the flight of foreign aircraft into China's airspace (excluding civil aircraft flying along international routes).

(2) Where an aircraft crosses the boundary of the flight information region across the Taiwan Province Strait (excluding civil aircraft on international routes), it shall be examined and approved by the General Staff of the General Administration of Civil Aviation and the Taiwan Province Affairs Office of the State Council; Those who fly into Hong Kong and Macao must first obtain the consent of the relevant departments of Hong Kong and Macao Special Administrative Regions through relevant channels.

(3) Where an aircraft enters the land boundary and the boundary disputed area within our actual control line 10 km (excluding civil aircraft flying along international routes), it shall be examined and approved by the regional civil aviation administration in consultation with its military region; Crossing the China Maritime Flight Information Region (excluding the Taiwan Province Strait and flying along international routes) shall be examined and approved by the Regional Civil Aviation Administration in consultation with the Air Force of the military region where it is located, and reported to the relevant military region for the record. Those who enter the above-mentioned areas or cross the maritime flight information region to carry out forest fire fighting, emergency rescue and other unexpected tasks shall be examined and approved by the local flight controller command organization (air traffic control center) and reported to the military air force for the record.

(four) aircraft entering the air restricted area to perform general aviation tasks shall be examined and approved by the General Staff of the Civil Aviation Administration; Entering the air danger zone and the air restricted zone to perform general aviation tasks shall be examined and approved by the air force or naval fleet of the commercial military region of the Regional Administration of Civil Aviation.

(5) Anyone who engages in aerial photography or remote sensing geophysical exploration flights involving military facilities in China shall be examined and approved by the regional civil aviation administration in consultation with the relevant military regions; Engaged in aerial photography or remote sensing geophysical exploration flights involving important political and economic objectives and geographic information resources, its scope of operation shall be examined and approved by the regional civil aviation administration in consultation with the competent departments of the relevant provinces, autonomous regions and municipalities directly under the central government.

(6) I and neighboring countries jointly organize general aviation flights such as aerial photography and remote sensing geophysical exploration across the border between the two countries. The Ministry of Land and Resources, in consultation with the Ministry of Foreign Affairs, the Civil Aviation Administration and the General Staff Department, put forward opinions and report them to the State Council for approval.

(seven) foreign aircraft or China aircraft driven by foreigners using airports, airspace and routes that are not open to the outside world to engage in general aviation flights shall be examined and approved by the General Staff of the Civil Aviation Administration.

(8) The relevant departments of the central state organs, local people's governments, enterprises and institutions use military aircraft for aerial photography (survey) and remote sensing geophysical exploration, or use aircraft directly under the General Staff Department or aircraft under the Military Region to engage in general aviation flights across regions, which shall be examined and approved by the General Staff Department. The use of aircraft in this military region for other general aviation flights within its jurisdiction shall be examined and approved by the relevant military region; The use of aircraft belonging to the navy and air force for other general aviation flights shall be approved by the navy, air force or naval fleet and military aviation.

(9) General aviation flight under special circumstances such as major activities organized by the state shall be examined and approved in accordance with the relevant provisions of the state and the military.

Article 6

If a general aviation mission needs to be examined and approved, the mission execution unit usually submits an application to the examination and approval department, and the examination and approval department seeks the opinions of the relevant units for approval.

Article 7

To examine and approve a general aviation mission, the examination and approval authority shall require the applicant to provide the application documents for the mission, including the nature of the mission, nationality of the executing unit and crew, list of main boarding personnel, aircraft model, quantity, place of registration, airport (temporary landing field) use, operation time and scope, and other matters that need special explanation.

Article 8

If the general aviation mission needs approval, the applicant shall apply to the examination and approval authority at least 13 working days in advance, and the examination and approval authority shall make a decision on approval or disapproval within 10 working days after receiving the application, and notify the applicant. The examination and approval authority shall promptly examine and approve the application for general aviation tasks temporarily put forward due to the implementation of emergency handling, emergency rescue and other tasks.

Article 9

The examination and approval procedures for offshore oil production guarantee, marine monitoring, maritime cruise law enforcement, maritime rescue service, marine resources investigation and other flights outside China's maritime flight information region are usually handled once a year.

Article 10

General aviation flight needs to take off and land temporarily in the wild (including water surface) and does not involve the construction of permanent facilities. The temporary landing site shall be selected by the unit or individual carrying out general aviation flight and submitted to the flight control department together with the flight plan. The selection of temporary landing sites must avoid busy areas, military restricted zones and military administrative zones, and must not affect flight safety and the safety of important targets.

Article 11

Where a civil aircraft engaged in general aviation flight temporarily uses a military airport for no more than one year, it shall be examined and approved by the corps-level unit in charge of the airport. For more than one year, the examination and approval procedures shall be handled in accordance with the existing relevant regulations, and the airport management unit shall collect the guarantee fee in accordance with the general civil aviation airport charging standard.
