For foreigners coming to Malaysia, flying drones must be approved by PUSPAL issued by MCMC (Malaysia Communications and Multimedia Committee).

Prepare the above information, and then submit the application to DCA of Civil Aviation Department at least 14 working days in advance. The fee is 250 git (about 400 RMB) within 20kg and above 20kg 1000 git (about 1600 RMB). If the UAV exceeds 20kg, the applicant needs to have a Private Pilot License (PPL) or a Commercial Advertising Flight License (CPL).
