Notice on further implementing the Regulations on the Administration of Surveying and Mapping Qualification and the Classification Standard of Surveying and Mapping Qualification; Determination of aerial photography qualification for UAV mapping Examination conditions

Using radio remote control equipment and its own program control device to manipulate unmanned fixed-wing aircraft, unmanned helicopters, unmanned airships and other unmanned aerial vehicles with power systems, and engaging in aerial photography activities of surveying and mapping, it shall be subject to the qualification examination of surveying and mapping according to law and obtain the corresponding qualification certificate of surveying and mapping.

"Aerial Photography of Unmanned Aerial Vehicles" is listed in "Professional Standards of Surveying and Mapping Aerial Photography" and "Professional Scope". Professional standards for evaluation include:

(a) the total number of professional and technical personnel and the number of personnel who have obtained the qualifications for senior and intermediate professional and technical positions meet the requirements of the professional standards for surveying and mapping aerial photography. Among them, there are also UAV flight control and maintenance related technicians who have passed the flight control assessment organized by the State Bureau of Surveying and Mapping, with no less than 6 people at Grade A and no less than 2 people at Grade B.

(2) Instruments and equipment shall have at least 6 and 2 digital cameras with pixel size exceeding 3,500× 5,400 for Class A and Class B respectively, and the sum of 24mm and 35mm fixed-focus lenses shall be at least 6 and 2, and the UAV system shall have at least 3 sets and 1 set. UAV aerial photography system refers to a system with aerial photography function, which consists of UAV system (including flight platform, flight control system, measurement and control ground station) and image quality evaluation and preprocessing software system.

(3) The operating limit is not limited to Grade A, and the qualification of Grade B is less than 1000km2.
