Why were there so many casualties after the house fire in Changshu, Jiangsu?

At 4:32 on July 16, 2017, a fire broke out in Building 74, Caojing 2 District, Yushan Town, Changshu City, Suzhou. So far, 22 people have died and 3 others have been slightly injured. The relevant person in charge of the Jiangsu Provincial Work Safety Supervision Bureau has rushed to the scene.

A fire broke out in a second-story house, with 25 casualties. As you can see from the pictures at the scene, the fire was very intense at the time. According to the information provided by the Jiangsu Provincial Public Security Department, after on-site investigation, it was found that the building where the fire broke out was a two-story brick-concrete structure group rental house, which was a staff dormitory rented by the local Si Age private restaurant. There were traces of gasoline burning at the scene, and the doors were locked.

After collecting video surveillance footage from the scene and surrounding areas, the suspect has been initially identified. The local public security department is making every effort to find and arrest the suspect, and the Suzhou and Changshu procuratorates have intervened in advance.
