Measures of Hangzhou Municipality on the Administration of Night Scene Lighting

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and the Regulations of Hangzhou Municipality on the Administration of City Appearance and Environmental Sanitation, combined with the actual situation of this Municipality, in order to beautify the city night scene, reflect the city features in the new era, build a modern international scenic tourist city, and promote economic development and opening up. Article 2 These Measures shall apply to the setting and management of night scene lighting in Hangzhou. Article 3 Night lighting as mentioned in these Measures refers to all kinds of lights used for beautification, decoration, publicity, advertising and external lighting, such as neon lights, corridor lights and floodlights. Article 4 Night lighting shall be provided in the following areas in accordance with the provisions of these Measures:

(1) scenic spot around the lake;

(2) a prosperous business district;

(three) public buildings (structures) on both sides of the main roads in the city;

(four) high-rise public buildings (structures) at the main entrances and exits of the city;

(five) large bridges, elevated roads and other municipal facilities;

(six) city landmark buildings (structures);

(seven) other areas where the municipal government believes that night lighting should be set up.

Organs, organizations, schools, enterprises, institutions and individual industrial and commercial households within the scope of the preceding paragraph have the obligation to set up night lighting to beautify and brighten the city. Fifth Hangzhou city appearance and environmental sanitation administrative department is responsible for the examination and approval and supervision of the city's night lighting settings.

The competent administrative department of city appearance and environmental sanitation of each district shall be responsible for the supervision and management of night lighting settings within its jurisdiction. Article 6 The people's governments of all districts shall be responsible for organizing the implementation of night lighting settings within their respective jurisdictions.

The Municipal Department of Commerce, jointly with the District People's Government, is responsible for organizing the implementation of night lighting in shops, restaurants and entertainment places along the street.

City Landscaping Management Department is responsible for the organization and implementation of the night lighting setting of West Lake scenic area, West Lake waters and urban green space.

City construction, transportation, public utilities departments are responsible for organizing the implementation of night lighting settings for large municipal facilities such as overpasses, elevated roads and pedestrian overpasses.

The electric power department is responsible for the guarantee of night lighting power consumption and power capacity increase.

Public security, industry and commerce, housing management and other management departments should carry out their duties, and cooperate with the setting of urban night lighting. Chapter II Nightscape Lighting Settings Article 7 Nightscape lighting settings must conform to urban design and streetscape planning.

The municipal planning administrative department shall, jointly with the relevant departments, formulate the urban night scene lighting setting plan according to the requirements of urban street scene planning. Article 8 Units and individual industrial and commercial households that should set up night lighting according to the provisions of Article 4 of these Measures shall, in accordance with the requirements of local governments and competent departments, put forward a night lighting setting scheme within a specified time and report it to the competent administrative department of city appearance and environmental sanitation for approval before setting it up.

The examination and approval procedures for setting up night lighting for outdoor advertising shall be implemented in accordance with the provisions of the Measures for the Administration of Outdoor Advertising in Hangzhou. Ninth night lighting must be set in accordance with the approved location, form, light source color and installation period.

Without approval, the night lighting facilities shall not be stopped, altered, moved or dismantled without authorization. Article 10 The night lighting facilities of large and medium-sized public buildings (structures) within the scope specified in Article 4 of these Measures must be designed, constructed and delivered synchronously with the main building. Eleventh night lighting of non-residential high-rise buildings (structures) should be equipped with neon lights or colored lights, and equipped with spotlights to hook up the building wheel corridor. Twelfth urban main roads, scenic spots and window lots set up outdoor advertising, should be designed and installed in the form of neon lights, light boxes, electronic display screens, electric display screens, external lighting and so on. Thirteenth commercial facade plaque, font size, signs, etc. , should be designed and installed in the form of neon lights, light boxes and spotlights. And the windows should be decorated with lights. Fourteenth roads, bridges, squares, public places lighting facilities, should meet the requirements of night lighting design, and take measures to improve the effect of night decoration.

Elevated roads, overpasses and footbridges shall be lighted, and traffic safety shall not be affected.

The street lamp design of the main entrances and exits of the city should reflect the characteristics and become a landmark urban facility. Fifteenth buildings (structures) along the street external lighting, decorative lighting, by the property unit responsible for the installation, electricity costs borne by the operators.

Street shops, restaurants, entertainment places and other public places facade night lighting facilities, by the operator is responsible for the installation. Sixteenth units or individuals that install night lighting facilities must take corresponding safety measures such as fire prevention and leakage prevention. Seventeenth Municipal People's government to encourage and support the setting and use of night lighting, relevant policies shall be formulated separately. Chapter III Night Lighting Management Article 18 User units or individuals (hereinafter referred to as responsible persons) are responsible for the daily maintenance and management of night lighting facilities and the lighting on and off. Nineteenth night lighting settings should be beautiful, clean and harmonious with the surrounding environment. Twentieth night lighting facilities should be set firmly and safely to ensure that the facilities are in good condition and have good functions. If it is found that the facilities are damaged or the lighting does not meet the prescribed standards, the responsible person must repair or replace them in time. Twenty-first approved outdoor advertising must meet the design requirements of night lighting.
