Who is the head of the northeast area of the Kuomintang Secrecy Bureau?

The district head is Wen Qiang (rank of lieutenant general in the national army).

After the victory of the Anti-Japanese War, preparations for the "Northeast Region" began. 1946 went to Jinzhou with the Northeast in March, and moved to Shenyang in April of the same year, becoming the highest leading organ of the Bureau in the Northeast.
