Ten years of the Qingshuihe Big Bang in Shenzhen

Ten years have passed, and the lives of people who have experienced that disaster have changed more or less.

Liu Zhifeng recommended, and later came out of the slaughterhouse and drove a taxi;

Wu Yuguang said that for more than a decade, there have been similar gatherings every year, and the scale is generally small. Dozens of people just have a meal and say hello, but about the explosion, everyone rarely mentions it.

Ten years of relocation without making a decision

Qingshuihe oil and gas storage is the largest oil and gas storage in the special zone, which plays the role of oil and gas transit in the whole city. It consists of two parts, which belong to Shenzhen Gas Group Company (Shenzhen Gas Company and LPG Management Company merged) and Shenchang Industrial Co., Ltd..

During the period from 1985 to 1990, the two companies successively built several liquefied petroleum gas storage tanks and petroleum storage tanks. The total oil storage of the whole gas storage is about 6.5438+200,000 cubic meters, and the gas storage is more than 3,300 cubic meters.

The explosion occurred in the Qingshuihe chemical dangerous goods warehouse, only 100 meters away from the oil and gas warehouse. Because the strategy of "defending the oil and gas depot to the death" was adopted in the battle, and because God helped a lot, the wind just blew in the opposite direction to the oil and gas depot, so Shenzhen escaped this disaster.

After the big bang, Shenzhen people who were scared out in a cold sweat began to comprehensively review the oil and gas storage itself and its potential safety hazards to the surrounding areas.

The municipal government organized the safety and fire departments to conduct a comprehensive assessment of the oil and gas reservoirs in Shenzhen, including Qingshuihe.

1994, the Shenzhen municipal government officially issued a document requesting the Qingshuihe oil depot to be relocated in different places.

The general direction of relocation has been decided, and site selection has become a new problem. 1In March, 1997, Shenzhen Municipal Bureau of Planning and Land Resources held a review meeting, which made it clear for the first time that all the liquefied gas depots of Shenchang Company had recently moved to Changlingpei, Nanshan District, and that the gas depots owned by Shenzhen Gas Group Company should be moved to Changlingpei in addition to retaining nearly 2,000 tons of storage capacity, and the remaining storage capacity will be closed after the natural gas project is completed.

However, several years have passed, and the relocation has never been followed. All parties involved in the relocation seem to have forgotten it.

Things changed in 2000. In September of that year, Sungang-Qingshuihe Logistics Park was identified as one of the six key logistics parks in Shenzhen. The construction of logistics park will inevitably involve the transformation of Qingshuihe area. "No one wants to work and live next to the' time bomb'." A representative of the Municipal People's Congress who went to Qingshuihe for field research said this.

In March last year, the voice demanding the relocation of Qingshuihe oil and gas depot reached the highest level. At the Third Session of the Third Shenzhen Municipal People's Congress that year,1more than 20 NPC deputies jointly submitted a motion, once again raising the issue of the relocation of Qingshuihe oil and gas depot.

Yang Jianchang is one of the representatives, and his words point out the reason why Qingshui River attracts people's attention again. "Without the construction of the Sungang-Qingshuihe Logistics Park, there would not be so many people mentioning the relocation again."

Subsequently, the parties concerned held several meetings and began to discuss the details of the relocation.

Under such circumstances, Wang Suiming, member of the Standing Committee of Shenzhen Municipal Committee and vice mayor, accompanied NPC deputies to inspect the construction of Shenzhen Logistics Park at 65438 on February 6 last year, and made it clear: "The research plan for relocation will be put forward by the end of this year."

More than half a year has passed, and the "8.5" Big Bang has ushered in a heavy Zhou Nianji. As everyone in Shenzhen knows, Qingshuihe oil and gas depot still shows no signs of relocation.

-the relocation of oil and gas depots tests the authority of the government.

Inscription:

A government official who did not want to be named said that 10 has passed, and whether the "time bomb" of oil and gas storage can be dismantled as soon as possible in a short time has become a test of the government's administrative authority.

Ten years, ten years passed quickly. That disaster now seems to be a hidden pain in the city of Shenzhen.

It left a wound and a place name-Qingshui River, which is famous all over the country.

Qingshui River is not a river. This land of 2.37 square kilometers is located in the north of Shenzhen, only 4 kilometers away from Luohu Port. At present, Qingshui River is very calm, with 8 living quarters, various enterprises and factories, and10.6 million Shenzhen people working and living here. However, it is an unavoidable fact that the oil and gas storage fortunately preserved in the Big Bang is still like a sleeping time bomb, placed between houses, schools and enterprises.

Everyone knows the relationship between oil and gas storage and explosion in case it happens again. In fact, if the explosion of that year affected the oil and gas storage, I am afraid that the achievements of the construction of the SAR for more than ten years will no longer exist, and Shenzhen will never do so. Therefore, in the second year after the explosion, the Shenzhen Municipal Government made a decision to relocate all facilities except the gas cylinder filling station.

However, to this day, Zhou Nianji "8.5" big explosion, the relocation of oil and gas storage is still pending. The reason is complicated.
