The Municipal Party Committee's leading group for rule of law, as the deliberative and coordination body of the Municipal Party Committee, must regularly study and solve major issues in the construction of the rule of law. The leading group office must perform the responsibilities of planning and guidance, organization and coordination, supervision and inspection, assessment and acceptance, and summary and evaluation, and promote the solid development of various tasks in the construction of the rule of law. Each county (city, district) must establish corresponding leadership agencies to strengthen organizational leadership, scientific planning, overall coordination, supervision and guidance for rule of law construction, and ensure that all tasks of rule of law construction are implemented. Increase funding guarantees and actively create necessary conditions for the construction of the rule of law.

29. Establish a working mechanism. Establish six special joint meeting mechanisms. The first is to establish a joint meeting mechanism for legal supervision, led by the Legal Affairs Committee of the Municipal People's Congress Standing Committee, to study and promote the supervision and inspection of the implementation of laws and regulations. The second is to establish a joint meeting mechanism for administration according to law, led by the Municipal Government’s Legal Affairs Office, to coordinate and promote administration according to law. The third is to establish a fair and judicial joint meeting mechanism, led by the Political and Legal Committee of the Municipal Party Committee, to coordinate and promote strict law enforcement and fair justice by political and legal agencies. The fourth is to establish a joint meeting mechanism for legal operation, led by the Municipal Administration of Industry and Commerce, to coordinate and promote the legal operation of market entities. The fifth is to establish a joint meeting mechanism for the construction of grassroots democracy and the rule of law, led by the Civil Affairs Bureau, to organize and carry out the work of building grassroots democracy and the rule of law. The sixth is to establish a joint meeting mechanism for law popularization and law-based governance, with the Municipal Justice Bureau taking the lead to coordinate and promote law-based governance, legal education, the construction of a rule of law culture, and the creation of grassroots rule of law. The six special joint meetings must implement project management methods, identify a number of key work projects that are highly motivating and can produce cumulative effects, and use key projects to drive the continuous improvement of the overall level of rule of law construction. Each county (city, district) must establish a corresponding coordination and promotion mechanism to form a work pattern with top-down linkage, strong coordination, and efficient operation.

30. Strengthen supervision and assessment. The Office of the Municipal Leading Group for Rule of Law of the Municipal Party Committee should strengthen the research and guidance on the construction of the city's rule of law, go deep into the grassroots and the front line, and timely understand the progress of the construction of the rule of law at the grassroots level. Determine a number of pilot projects for rule of law construction at different levels and types. In accordance with the working ideas of practical exploration, breakthroughs at the grassroots level, pilots first, and summarizing experience, we must adhere to typical examples to lead the way and use points to lead areas, and explore and form a new paradigm for rule of law construction. Research and formulate a scientific and reasonable assessment and evaluation index system for the construction of the rule of law, regard the promotion of long-term construction of the rule of law as an important part of the assessment and evaluation work, give full play to the leverage of assessment and evaluation, accelerate the pace of governing the city according to law, and lay a solid foundation for the implementation of the "Fifth Five-Year Plan" strategy and the acceleration of the Transform and leapfrog, take the lead in building a well-off society in an all-round way and create a good legal environment.
