Articles of Association of Hubei Photographers Association
Photographers Association, referred to as "HBPA".
Second, Hubei Photographers Association is a professional mass organization that Hubei photographers and photographers of all ethnic groups voluntarily combine under the leadership of the Communist Party of China and under the guidance of "Deng Xiaoping Theory and Theory of Three Represents". It is a bridge and link between the party and the government to unite photographers and photographers; Under the leadership of Hubei Federation of Literary and Art Circles, the Presidium of the Federation and its permanent working bodies have completed all the tasks undertaken.
Third, Hubei Photographers Association adheres to the direction of literature and art serving the people and socialism and the policy of letting a hundred flowers blossom and a hundred schools of thought contend. Persist in carrying forward the main theme of socialism, develop the excellent culture of the Chinese nation, build socialist spiritual civilization, and work hard for the prosperity and development of Hubei photography art.
Article 4: Hubei Photographers Association is a group member of Hubei Federation of Literary and Art Circles, and is guided by China Photographers Association in business. The registration authority of the association is the registration office of Hubei provincial government organs.

(1) The Association is committed to the prosperity and development of photographic art creation, the development of photographic art theory, the organization and promotion of photographers and photographers to establish a sense of quality products, go deep into life, strengthen practice, emancipate their minds, be brave in innovation, constantly improve the level of photographic art, face the world and the future, and strive to create works of photographic art that are unified in ideology and artistry and are welcomed by the broad masses and worthy of the socialist era.
(2) The Association takes it as its responsibility to unite photographers and photographers as widely as possible, encourages and advocates the spirit of diligence, pragmatism, pioneering and unity and dedication, rewards outstanding talents in photography art creation, photography theory and organization, attaches importance to and supports the development of amateur photography activities of grassroots photography organizations and the masses, actively cultivates new forces, and constantly promotes the popularization and improvement of photography art.
(3) In order to let the world know more about Hubei, let Hubei go to the world, actively promote exchanges and cooperation between our province and domestic and foreign photographic art groups, and expand the influence of Hubei photographers and their photographic works at home and abroad.
(four) the association is responsible for liaison, coordination, service and business guidance for the system photography organizations in cities, States and industries in the province.
(5) The Association shall, in accordance with the Constitution, laws and regulations, safeguard the legitimate rights and interests of members engaged in photographic artistic creation and photographic artistic works. Article 7. Members of this association are divided into group members and individual members.
Article 8. To apply to join this association, members must meet the following conditions:
(1) Supporting Articles of Association:

(4) Pay membership dues on time.
Ninth, the membership procedure is:
(1) submitting an application for membership;
(2) Having been examined and approved by the presidium;
(3) Paying membership dues on time;
(four) issued by the association standard membership certificate.
Article 10 Members shall enjoy the following rights:
The right to vote, to be elected and to vote;
(two) to participate in the activities of this association;
(three) to obtain the priority of our services;
(four) criticism, suggestions and supervision of the Association;
(5) Freedom to join and voluntarily withdraw;
Article 11 Members shall perform the following obligations:
(a) To implement the resolutions of this Council;
(two) to safeguard the legitimate rights and interests of the association;
(three) to complete the work assigned by the association;
(four) to pay membership fees in accordance with the provisions;
(5) Report the situation to this Council and provide relevant information.
Article 12 Members who quit the club should notify the club in writing and return their membership cards. If a member fails to pay the membership fee or participate in the activities of the association for two consecutive years, it will be deemed as automatic withdrawal.
Article 13 If a member seriously violates the articles of association, it shall be voted by the board of directors or the presidium meeting to be removed.
Article 14 The highest authority of this Association is:
(-) To formulate and revise the Articles of Association;
(2) Electing and dismissing directors;
(three) to consider the work report and financial report of the Council;
(4) Deciding to terminate.
(five) to decide on other major issues;
Article 15. Members' congresses can only be convened when more than two thirds of the members' representatives are present, and their resolutions can only take effect if they are passed by more than half of the members' congresses.
Article 16 Members' congresses are held every five years. If it is necessary to advance or postpone the general election due to special circumstances, it shall be voted by the board of directors and reported to the competent business unit for approval.
Article 17 The Council is the executive body of the members' congress, which leads the daily work of the association during the intersessional period and is responsible to the members' congress.
Article 18. The directors of the board of directors are generally under 60 years old. Those who are over 60 years old and under 65 years old need to join the Council, and must obtain the consent of the Provincial Federation of Literary and Art Circles and report to the Propaganda Department of the Provincial Party Committee for approval. Good health and being able to take part in necessary work are the basic conditions. Retired literary and art workers are no longer directors in principle.
Article 19. The functions and powers of the Council are:
(a) to implement the resolutions of the members' congress;
(2) Electing and dismissing the chairman and vice chairman;
(three) to prepare for the convening of the members' congress;
(four) to report the work and financial situation to the members' congress;
(five) to lead the work of the institutions of this Association;
(six) to formulate internal management system;
(seven) to decide on other major issues:
Article 20. The board of directors shall be convened only when more than two thirds of the directors are present, and its resolutions shall take effect only when more than two thirds of the directors are present.
Article 21 The Council shall hold a meeting at least once a year, and it may also be held in the form of communication under special circumstances.
Article 22. The Association shall set up a presidium with one chairman and several vice-chairmen. Candidates for chairman and vice-chairman must be members of the new Council and elected by the new Council. Candidates shall be consulted by the personnel department of the Provincial Federation of Literary and Art Circles and relevant parties, and a list of suggestions shall be put forward. After deliberation by the party group, it shall be reported to the Propaganda Department of the Provincial Party Committee for approval, and then submitted to the Council for election of the chairman and vice chairman.
Twenty-third, the association has a secretary general and a deputy secretary general. The Secretary-General and Deputy Secretary-General shall be the cadres accredited to the Association, and their candidates shall be nominated by the Chairman and Vice-Chairman and submitted to the Provincial Federation of Literary and Art Circles for approval and appointment. The Secretary-General and the Deputy Secretary-General work under the leadership of the presidium.
Twenty-fourth, the meeting of the presidium of this association can only be held when more than two-thirds of the members are present, and its resolution can only take effect when it is passed by 1/2 votes at the meeting.
Twenty-fifth the presidium shall hold a meeting at least once every six months, and special circumstances may also be held in the form of communication.
Twenty-sixth chairman and vice chairman of the presidium must meet the following conditions:
(a) adhere to the party's line, principles and policies, good political quality;
(2) Having achieved great success and influence in the field of photography;
(3) Being in good health and able to stick to normal work;
(4) Not deprived of political rights or subjected to criminal punishment;
(5) Having full capacity for civil conduct.
Twenty-seventh, the chairman and vice chairman of the association shall be elected for five years, and the term of office shall not exceed two.
Article 28, this association is legal.
A representative may not concurrently serve as the legal representative of other organizations.
Article 29: The chairman of the Association shall exercise the following functions and powers:
(a) to convene and organize meetings of the presidium and the Council;
(two) to check the implementation of the members' congress, the Council and the presidium meeting:
(3) Signing relevant important documents on behalf of this Council.
Article 30 The Secretary General of the Association shall exercise the following functions and powers:
(a) to preside over the daily work of the Association and organize the implementation of the annual work plan;
(2) Coordinating the work of branches, representative offices and entities;
(3) Nominating the Deputy Secretary-General and the principal responsible persons of various offices, representative offices and units, and submitting them to the Council and the presidium for decision;
(four) to decide on the employment of staff in offices, representative offices and entities;
(5) Handling other daily affairs: Article 31. Sources of funds for the Association:
(1) membership fees;
(2) donation;
(3) government subsidies;
(4) Income from activities or services provided within the approved business scope;
(5) Other lawful income;
Thirty-second, the association in accordance with the relevant provisions of the state to collect membership fees.
Thirty-third, the funds of this association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.
Thirty-fourth, the association will establish a strict financial management system to ensure that accounting information is legal, true and accurate.

Thirty-fifth, the association's financial management by the financial department of the Provincial Federation of Literary and Art Circles with professional qualifications, accounting must be carried out, accounting supervision. When the accountant transfers or resigns, he must go through the handover procedures with the recipient. The asset management of this association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to state appropriations or social donations or subsidies, it must accept the supervision of audit institutions and publicize the relevant information to the public in an appropriate way.
Thirty-seventh, the association must accept the financial audit organized by the competent unit before changing its legal representative.
Article 38. No unit or individual may occupy, privately divide or misappropriate the assets of this Association. Article 40: The Articles of Association was voted by the seventh general meeting of Hubei Photographers Association on June165438+1October 65438+September, 2005.
Article 41: The right to interpret the Articles of Association belongs to the Council of the Association.
Article 42. The Articles of Association shall come into effect as of the date of voting by the general meeting of members.
