Article 69 The municipal competent department shall determine the social procurement agencies through public bidding, and regularly assess the implementation of government procurement business by social procurement agencies in combination with daily supervision and special inspection activities, establish a comprehensive evaluation and dynamic management system, select the best social procurement agencies and improve the quality of government procurement. The evaluation results are related to the quantity and amount of government procurement projects, and will be an important factor for the next round of bidding evaluation of social procurement institutions.

Article 70 If the competent department finds that the ongoing government procurement activities are under the circumstances stipulated in Article 36 of the Procurement Regulations, it shall stop paying procurement funds, terminate government procurement and cancel procurement projects.

Article 71 A centralized government procurement institution shall establish a government procurement database, and include the brand, model, specification, price, quantity and supplier performance evaluation of government procurement projects in the database, and make them public in accordance with the relevant provisions on the disclosure of government information. The information in the government procurement database can be used as a reference in setting the supplier qualification of government procurement projects, formulating procurement requirements, evaluating procurement prices, and adding points to procurement review.
