Provisions on the administration of confidentiality in the use of mobile phones

Article 1 These Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Guarding State Secrets and relevant laws and regulations in order to strengthen the confidentiality management of the use of mobile phones and ensure the security of state secrets.

Article 2 Leading cadres and staff at all levels shall not make calls involving state secrets on their mobile phones, and shall not send information involving state secrets. The organizing units of confidential and foreign-related meetings and activities should make clear the confidentiality management requirements for the use of mobile phones, implement responsibilities and improve facilities.

Article 3 The mobile phones used by leading cadres and secret-related personnel shall meet the confidentiality requirements. It is forbidden to accept gifts from mobile phones, and necessary security checks are carried out on mobile phones used by core secret-related personnel and important secret-related personnel.

Article 4 It is forbidden to bring mobile phones into the core classified places, prohibit the use of mobile phones in important classified places and restrict the use of mobile phones in general classified places.

Article 5 It is forbidden to use mobile phones (4G mobile terminals) for recording, photographing, video calling and broadband Internet access in confidential places, departments and parts. It is forbidden to use mobile phones (4G mobile terminals) as classified information equipment or connect them with classified information equipment or carriers.

Article 6 The core confidential places and important confidential places shall be clearly marked, and it is forbidden to carry and use mobile phones; Core confidential places and important confidential places should be equipped with mobile phone storage shielding cabinets to centrally keep the mobile phones of the people entering.

Leading cadres and staff at all levels should strengthen the confidentiality education of mobile phone use in the process of going abroad. They shouldn't use mobile phones to talk about state secrets and internal work. For important or special work tasks, you should use confidential mobile phones.
