What system does the state implement for Chinese-foreign cooperative photographic films?

Legal analysis: the pre-trial system is implemented. From project initiation to script, personnel and finished products, pre-examination is required. Co-productions can be distributed in China and abroad only after passing the examination and obtaining the film distribution license issued by the State Administration of Radio, Film and Television. Films co-produced or commissioned by the State Administration of Radio, Film and Television can go through exit formalities with the approval documents of the State Administration of Radio, Film and Television if they pass the examination.

Legal basis: Regulations on the Administration of Chinese-foreign Co-production of Films

Article 15 A Chinese-foreign cooperatively-produced film shall be submitted to the Film Review Committee of the State Administration of Radio, Film and Television for review after the local provincial administrative department of radio, film and television has put forward preliminary examination opinions; Film production units affiliated to the central and state organs and units holding film production licenses (single film) apply for project approval, and the completed films are directly reported to the Film Review Committee of the State Administration of Radio, Film and Television for review.

Article 16 A jointly produced film can be released and screened in China and abroad only after it has passed the examination and obtained a film distribution license issued by the State Administration of Radio, Film and Television.

Films co-produced or commissioned by the State Administration of Radio, Film and Television can go through exit formalities with the approval documents of the State Administration of Radio, Film and Television if they pass the examination.
