No matter whether it is windy or rainy, Wang Lin takes a guide dog for a walk in downtown every day. Guide dogs should walk for at least one hour every day to adapt to traffic, traffic lights and horns, and learn to avoid vehicles, go up and down steps and bypass obstacles.
Before the guide dog takes up his post, such training will last for one year, and the probability of success is less than 30%. Because some dogs are too lively, too timid, or bite, they will be eliminated.

According to the regulations, after the guide dog applicant has completed the joint training and passed the examination, he can obtain the guide dog work permit, guide dog use certificate and guide dog training diploma stamped with the official seals of Dalian Disabled Persons' Federation, Municipal Public Security Bureau and Dalian Guide Dog Base.
This official seal of Dalian Public Security Bureau is hard-won. At the end of 2007, Lucky, a guide dog, was trained in Dalian, and was taken away as a large dog without a dog license by the Dog Breeding Office of the Public Security Bureau of the jurisdiction. Wang Li, director of Dalian Employment Management Center for the Disabled, invited the Municipal Public Security Bureau and the "Dog Breeding Office" to watch the guide dog show at the base. Finally, Lucky was returned, and the Municipal Public Security Bureau also promised to stamp the dog tag of the base for approval. This ensures that guide dogs will not be confiscated by the public security, but they still cannot take public transport.
In April 2008, the Law on the Protection of Disabled Persons was revised and passed, stipulating that blind people should abide by the relevant state regulations when carrying guide dogs in and out of public places. This is the first time that China law mentioned "seeing-eye dogs". Wang Jingyu printed this content into a small card and distributed it together with the "three certificates". But her request was rejected. A month later, Ping Yali was identified as the torchbearer of the Paralympic Games. She applied again and asked to run the 60-meter torch relay with Lucky. This time, after examining Lucky's blind guide skills, the Olympic Organizing Committee agreed to Ping Yali's request.
On September 6th, 2008, Ping Yali carried out the torch relay under the leadership of Lucky. At that moment, Ping Yali in the stadium and Wang Jingyu in front of the TV were in tears. They felt that "spring is coming" for guide dogs. However, after the Olympics, Lucky's special temporary dog license expired. As a big dog, Lucky is no longer allowed to appear in various public places in Beijing.
Dalian Guide Dog Base attracted nearly 654.38 million+visually impaired people to apply. According to the international guide dog penetration rate 1%, the demand is 1000 guide dogs. Rebecca said that he had been waiting in line to buy guide dogs for 65,438+00 years.
Training bases for guide dogs have also been established in other parts of the country. The Regulations on Barrier-free Environment Construction was officially implemented, stipulating that "visually disabled people can bring guide dogs in and out of public places". However, some people think that the provisions of the Regulations are too broad. To truly protect the right of guide dogs to travel and take public transport depends on the introduction of management rules of various localities and relevant departments. According to the relevant person in charge of China Railway Corporation, through joint research with China Disabled Persons' Federation, China Railway Corporation has formulated the Regulations for Disabled Passengers Carrying Guide Dogs into Stations, which will be officially implemented on May 1 day. Disabled passengers carrying guide dogs actively cooperate with railway staff. When entering the station, you need to take the initiative to show your valid ID card, disability certificate, guide dog work permit and animal health and immunity certificate used when purchasing tickets.
Among them, the guide dog work permit contains the information of the guide dog user, stamped with the official seal of the public security department or the Disabled Persons' Federation, or printed with the "IGDF" logo of the International Guide Dog Federation. Dogs that do not meet the requirements are not allowed to ride.
Passengers who need to carry guide dogs can explain the necessity of carrying guide dogs when purchasing tickets at the ticket window of the station, so that the railway department can arrange more suitable seats.
You can also contact the railway customer service center 12306 by telephone before the driving time of12 hours, put forward the demand of bringing guide dogs into the station, and inform the information such as the boarding date, train number and seat number of the purchased tickets. At the station and during the ride, passengers or peers are responsible for taking care of guide dogs, their diet and excretion. Please don't affect the sanitation of the station. Guide dogs should be accompanied by passengers near the seat or under the berth on the premise of not blocking the passage and the door, and should not occupy the seat or run around at will.

Under special circumstances that endanger the personal safety of passengers and the order of railway operation, passengers carrying guide dogs, like other passengers, should abide by the relevant provisions of the railway and public security departments and accept the organization and guidance of railway staff.
The railway department said that during the ride, if conditions permit, train staff should coordinate and arrange visually impaired people to more spacious seats as much as possible to facilitate their ride life and look after guide dogs; When there are peers, they will try their best to coordinate the arrangement of peers to the nearest seat. When coordinating the replacement of seats, in principle, it should be the same level of seats. If there is a fare difference, it will be refunded according to the regulations, but the passenger's consent must be obtained in advance.
