In 191, Shandong was divided into German sphere of influence by the Treaty of Xin and Chou. After the defeat of Germany in World War I, the Treaty of Versailles classified Shandong as a sphere of Japanese influence (marking the first Japanese occupation of Qingdao).

When the news reached Beijing, students marched and protested, which triggered the famous May 4th Movement. The slogan at that time was "Give me back Shandong, give me back Qingdao".
