Measures of Nanjing Municipality on the Administration of Building Energy Conservation and Wall Materials Innovation (revised 20 17)

Chapter I General Provisions Article 1 In order to protect land resources and ecological environment, reduce building energy consumption, improve resource utilization efficiency, and promote the development of circular economy and the construction of conservation-oriented cities, these Measures are formulated in accordance with the provisions of relevant laws, regulations and rules and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to the management of building energy conservation and wall material innovation within the administrative area of this Municipality. Article 3 People's governments at all levels shall incorporate building energy conservation and wall material innovation into national economic and social development plans, and encourage, guide and support the research, development, production and popularization and application of building energy-saving technologies, products and new wall materials. Article 4 Nanjing Urban and Rural Construction Committee is the administrative department in charge of building energy conservation and wall material innovation in this Municipality, and the municipal building materials market management center (hereinafter referred to as the municipal wall skin energy conservation management institution) is specifically responsible for daily supervision and management.

The district administrative department in charge of building energy conservation and wall material innovation is responsible for the supervision and management of building energy conservation and wall material innovation within its jurisdiction. Fifth development and reform, economy and information technology, planning, finance, environmental protection, land and resources, quality and technical supervision, science and technology, price and other departments. We should jointly do a good job in the management of building energy conservation and wall material innovation in accordance with their respective responsibilities. Sixth construction administrative departments should strengthen the daily supervision and management of building energy conservation and wall material innovation. Any unit or individual who violates the relevant provisions of building energy conservation and wall material innovation may report to the construction administrative department, which shall promptly investigate and deal with it. Chapter II Innovation of Wall Materials Article 7 The production of solid clay bricks is prohibited and the production of porous clay bricks (hollow bricks) is restricted.

It is not allowed to build, expand or rebuild a brick (tile) production line with clay as the main raw material.

In order to repair ancient buildings, important modern historical sites, representative buildings and other immovable cultural relics, and to build and repair antique buildings approved according to law, if it is really necessary to produce solid clay bricks, the wall skin shall be approved by the municipal energy conservation management institution. Article 8 The District People's Government shall gradually close the following brick kilns:

Small earth kilns, small vertical kilns and simple circular kilns below (1) 18 (inclusive);

(two) clay brick enterprises in the urban planning area;

(3) Brick and tile enterprises in nature reserves, scenic spots, cultural relics and geological relics protection areas, basic farmland protection areas, rivers and lakes along the Yangtze River and other areas requiring special protection;

(4) Brick and tile enterprises within the visual range on both sides of national highways, provincial highways, railways, airports and important tourist routes;

(5) Brick and tile enterprises with soilless sources occupying cultivated land.

The competent department of land and resources shall not issue a "mining license" to the above-mentioned clay brick production enterprises. Article 9 Clay brick enterprises other than those listed in Article 8 of these Measures shall arrange production within the land area and soil borrowing scope approved by the competent department of land and resources. Tenth all kinds of buildings shall not use solid clay bricks. Clay porous brick (hollow brick) is restricted in masonry structure, and clay porous brick (hollow brick) is not allowed in other structures.

Where there are special provisions on the use of clay bricks in the renovation project of ancient buildings, those provisions shall prevail. Eleventh construction units shall not require design units and construction units to use clay solid bricks or other wall materials that shall not be used in design and construction.

Design units and construction units shall not use clay solid bricks or other wall materials in design and construction.

Supervision units may not agree to use clay solid bricks or other wall materials that may not be used. Twelfth encourage the use of fly ash, slag, industrial tailings, construction waste, urban sludge, river sludge, desulfurization gypsum, crop orange stalks and other solid waste to produce new wall materials. Solid wastes harmful to human health shall not be used to produce wall materials. Thirteenth encourage enterprises to carry out technological transformation and develop the following new wall materials:

(1) Autoclaved lightweight aerated concrete blocks, self-insulation concrete blocks and composite blocks;

(2) autoclaved lightweight aerated concrete slab, prefabricated sandwich thermal insulation wallboard and prefabricated concrete wallboard;

(3) sintering the insulation brick and the insulation block;

(four) other wall materials to encourage the development.

The development of new wall materials, wall leather energy-saving management institutions can give discount or subsidies according to the relevant provisions. Article 14 The performance and quality of new wall materials shall meet the national, industrial or local standards and meet the technical requirements for building use.

If the new wall materials implement enterprise standards and are used in this city, the production enterprise shall report the enterprise standards to the administrative department of quality and technical supervision and the municipal construction administrative department for the record.

It is forbidden to produce, sell and use new wall materials without quality standards or with unqualified quality standards. Fifteenth wall materials are produced and used in the name of new wall materials, and new wall materials should be recognized. Identification methods shall be implemented in accordance with relevant regulations. Chapter III Penalties Article 16 Anyone who, in violation of these measures, builds, expands or rebuilds a brick (tile) production line with clay as the main raw material, or exceeds the approved land area and soil borrowing scope, shall be investigated and dealt with by the administrative department of land and resources according to law.
