Chapter I General Provisions Article 1 In order to protect land resources and ecological environment, reduce building energy consumption, improve resource utilization efficiency, and promote the development of circular economy and the construction of conservation-oriented cities, these Measures are formulated in accordance with the provisions of relevant laws, regulations and rules and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to the management of building energy conservation and wall material innovation within the administrative area of this Municipality. Article 3 People's governments at all levels shall incorporate building energy conservation and wall material innovation into national economic and social development plans, and encourage, guide and support the research, development, production and popularization and application of building energy-saving technologies, products and new wall materials. Article 4 Nanjing Urban and Rural Construction Committee is the administrative department in charge of building energy conservation and wall material innovation in this Municipality, and the municipal building materials market management center (hereinafter referred to as the municipal wall skin energy conservation management institution) is specifically responsible for daily supervision and management.

The district administrative department in charge of building energy conservation and wall material innovation is responsible for the supervision and management of building energy conservation and wall material innovation within its jurisdiction. Fifth development and reform, economy and information technology, planning, finance, environmental protection, land and resources, quality and technical supervision, science and technology, price and other departments. (4) Brick and tile enterprises within the visual range on both sides of national highways, provincial highways, railways, airports and important tourist routes;

(5) Brick and tile enterprises with soilless sources occupying cultivated land.

The competent department of land and resources shall not issue a "mining license" to the above-mentioned clay brick production enterprises. Article 9 Clay brick enterprises other than those listed in Article 8 of these Measures shall arrange production within the land area and soil borrowing scope approved by the competent department of land and resources. Article 14 The performance and quality of new wall materials shall meet the national, industrial or local standards and meet the technical requirements for building use.

If the new wall materials implement enterprise standards and are used in this city, the production enterprise shall report the enterprise standards to the administrative department of quality and technical supervision and the municipal construction administrative department for the record.

It is forbidden to produce, sell and use new wall materials without quality standards or with unqualified quality standards. Fifteenth wall materials are produced and used in the name of new wall materials, and new wall materials should be recognized. Identification methods shall be implemented in accordance with relevant regulations. Chapter III Penalties Article 16 Anyone who, in violation of these measures, builds, expands or rebuilds a brick (tile) production line with clay as the main raw material, or exceeds the approved land area and soil borrowing scope, shall be investigated and dealt with by the administrative department of land and resources according to law.
