The three historic proposals written by Xie this year mark the 20th anniversary of the promulgation of the Archives Law of People's Republic of China (PRC), and the archival departments of the country and all over the country have organized commemorative activities in different forms.

Yang Dongquan, director of the National Archives Bureau, pointed out in his speech at the commemorative meeting to commemorate the 20th anniversary of the promulgation of the Archives Law: "The promulgation of the Archives Law is a landmark event in the history of the development of China's archives, which has brought China's archives into a new stage of legal management." In the past 20 years, under the protection, standardization and promotion of the archives law, China's archives industry has flourished and achieved brilliant results.

While commemorating the 20th anniversary of the promulgation of the Archives Law, it also reminds us of the birth process of the Archives Law. Why should we formulate an archives law? Who proposed the implementation of archives legislation? With these questions, I visited Feng Zizhi, the former director of the National Archives Bureau, and learned some little-known things from him.

Director Feng told me that Zhong Zhang, the former director of the National Archives Bureau, was the initiator of the Archives Law. He has written three times calling on the state to implement archives legislation.
