Chapter I General Principles
Article 1 The Young Volunteers Association of the Humanities College of Quanzhou Normal University is a joint and non-profit social group composed of young people who volunteer to engage in social welfare, social service and social security in our school.
Article 2 This Association pursues the purpose of "dedication, friendship, mutual assistance and progress", abides by the Constitution, laws, regulations and national policies, and social morality, provides voluntary services for the society, promotes the construction of socialist two civilizations, improves the comprehensive quality of young people, and contributes to the coordinated development and all-round progress of society.
Article 3 The competent units of this Association are the Quanzhou Youth Volunteers Association of the Communist Youth League and the Youth League Committee of Quanzhou Normal University.
Chapter II Scope of Business
Article 4 The business scope of this Association is:
1. Carry out voluntary service activities, improve social atmosphere and interpersonal relationship, promote the establishment of youth voluntary service system, and promote the improvement of multi-level social security system;
2. Cultivate young people's civic awareness, dedication and service ability, and promote their healthy growth;
Providing voluntary services for urban and rural construction, community construction, poverty alleviation and development, emergency rescue and disaster relief, and large-scale social activities;
4. To provide services for members of society who have special difficulties and need help;
5. Recruit and train young volunteers, plan and organize youth volunteer service activities in the city, and coordinate and guide all kinds of young volunteers throughout the city to carry out their work;
6 to carry out exchanges with youth volunteer organizations and groups all over the country.
Chapter III Members
Article 5 This Association is composed of individual members.
Article 6
All registered volunteers who recognize the articles of association and register in our young volunteers' organization can become members of the association after applying for membership and being approved by the Council.
Article 7 Members shall enjoy the following rights:
1. Have the right to vote, be elected and vote;
2. Participate in various activities of the Association;
3. Get the priority of the service of this Association;
4. Have the right to criticize, suggest and supervise the work of this Association;
5. The right to manage the internal affairs of the Association;
6. Recommend members to the Association;
7. Require the Association to safeguard its legitimate rights and interests;
8. Freedom of voluntary participation and withdrawal.
9. Membership certification and promotion: You can apply for the China Volunteer Certificate after 48 hours of service, and you can be promoted to a one-star volunteer after 100 hours, a two-star volunteer after 200 hours, and so on. The highest star is five stars. Service 1000 hours can get bronze award, 2000 hours can get silver award and 3000 hours can get gold award.
Article 8 Members shall perform the following obligations:
1. Abide by the articles of association and implement the resolutions of the association;
2. Actively participate in the activities organized by this Association and complete the tasks entrusted by this Association;
3. Report the group meeting to the Association;
4. Safeguard the legitimate rights and interests of this Association;
5. Pay the membership fee as required.
6. Participate in activities at least once a month, and if you don't participate in activities for three consecutive months, the board of directors will vote to be removed.
7. Participate in activities on time, and be late or leave early for more than three times without reason.
Article 9
The Council may decide to accept relevant persons who have made outstanding contributions to youth volunteer service as honorary members of the Association.
Article 10
If a member is absent from the general meeting of the association for more than three times (including three times) without reason, or violates the national laws and the articles of association of the association, it shall be voted by the Council and removed.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 11 The highest authority of this Association is the members' congress. The functions and powers of the members' congress are:
1. Formulate and modify the Articles of Association;
2. Elect the Council;
3. To consider the work report and financial report of the Council;
4. Decided to terminate;
5. Decide on other important matters.
Article 12 A member congress can only be held when more than two-thirds of the members (or member representatives) are present, and its resolution can only take effect when more than half of the members (or member representatives) present at the meeting vote.
Thirteenth members' congress is held once every session.
Article 14 The Council shall be responsible for the daily work and be responsible to the members' congress. The term of office of the Council is three years and it meets more than once a month.
Article 15 The functions and powers of the Council are:
1. Implement the resolutions of the members' congress;
2. Elect the Standing Council, President, Vice President and Secretary General;
3. Prepare for convening a member representative meeting;
4. Report the work and financial status to the members' congress;
5. To represent the Young Volunteers Association of the Society when the general assembly or the representative assembly is not in session;
6. Decide on other important matters.
Article 16 The Standing Council is the leading core of the Association and is elected by the Council. The term of office is three years, and meetings are held from time to time to study and decide on important issues of the association, and the Council exercises its functions and powers during the intersessional period.
Article 17
If a director of the board of directors is absent from the general meeting of the association for more than three times (including three times) without reason, or violates the national laws and the articles of association of the association, the board of directors will vote to dismiss him.
Article 18
The president and vice president are elected from the executive directors, and the term of office is generally not more than two. The president leads the overall work of the association, and the vice president presides over the daily work.
Article 19 This Association consists of Secretariat, Propaganda Department, Foreign Relations Department and Practice Department.
Article 20 The functions and powers of the secretariat of this Association are:
1. Implement the resolutions of the Security Council;
2. Formulate and implement work plans and plan large-scale activities;
3. Manage financial affairs and apply for membership cards;
4. Collect and save the information of the association;
5. Be responsible for event notification and meeting affairs.
Article 21 The functions and powers of the Propaganda Department of this Association are:
1. event posters and event reports;
2. Activity records;
3. The photography team is responsible for the collection and preservation of photos;
4. Art group is responsible for entertainment game planning and party preparation activities.
Article 22 The functions and powers of the Liaison Department of this Association are:
1. Responsible for external activities, especially long-term fixed project activities;
2. Raise the materials needed for the activity and the funds of the association.
Article 23 The functions and powers of the business department of this Association are:
1. The environmental protection group is responsible for the planning and implementation of environmental protection activities;
2. Help the elderly group is responsible for the planning and implementation of activities to help the elderly;
3. The Disability Support Group is responsible for planning and implementing disability support activities;
4. The teaching group is responsible for the planning and implementation of teaching activities.
Chapter V Principles of Asset Management and Use
Twenty-fourth sources of funds of this Association:
1. membership fee;
2. Social donation;
3. government funding;
4. Income from activities or services provided within the approved business scope;
5. Other lawful income.
Article 25 Financial management
1. Strictly implement the national financial system and financial discipline;
2. Establish and improve financial account books, which shall be managed by two or more staff of the Secretariat;
3. General project expenses shall be examined and approved by the Secretary-General, and large-scale project expenses shall be examined and approved by the Dean;
4. Report the annual revenue and expenditure to the Council, and accept supervision and review.
5. The ownership of the property obtained by lottery, gift or subsidy shall be decided by the board of directors. For group activities or activities in which members participate as members of the association.
Article 26 the funds of this association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members. No unit or individual may occupy, privately divide or misappropriate the assets of this Association.
Chapter VI Procedures for Amending the Articles of Association
Twenty-seventh amendments to the articles of association of this association must be approved by the Council and reported to the members' congress for deliberation.
Article 28 The revised articles of association of the Association shall be examined and approved by the competent business unit within 15 days after it is adopted by the members' congress, and shall come into effect after being reported to the Youth League Committee of the College for approval.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 29 The cancellation or termination of the activities of this Association shall be approved by the Council or proposed by more than half of the members of the general meeting, and approved by more than two thirds of the members of the general meeting, and a special person shall be appointed to deal with the aftermath, which shall be reported to the competent business department for approval, and shall be terminated after the cancellation of registration is approved by the management organ of this Association.
Article 30 The surplus property after the termination of the association shall be used for the development of undertakings related to the purpose of the association under the supervision of the competent business unit and the association and in accordance with the relevant provisions of the state.
Chapter VIII Supplementary Provisions
Article 31 The Articles of Association shall come into effect after being discussed and approved by the members' congress of the Young Volunteers Association of the Humanities College of Quanzhou Teachers College.
Article 32 The right to interpret the Articles of Association belongs to the secretariat of the Young Volunteers Association of the Humanities College of Quanzhou Teachers College.
