Is photography level equal to retouching level?

Retouching is post-production, and digital photography should be necessary at present. But the composition, lighting, color matching and theme content in the early stage are more important. Excellent photographic works can only be obtained through post-adjustment on the good basis of pre-shooting (even if there is no post-shooting).
