I. Subject qualification

1, with independent legal personality. The registered capital of Grade A surveying and mapping units in an enterprise as a legal person shall not be less than 5 million yuan; The registered capital of Grade B surveying and mapping units is not less than 2 million yuan; The registered capital of Class C surveying and mapping units is not less than 6,543,800 yuan; The registered capital of Class D surveying and mapping units shall not be less than 500,000 yuan. The registered capital of the enterprise applying for the qualification of making navigation electronic maps shall not be less than 60 million yuan.

2, planning, survey, design, construction, etc. As the main business unit, there should be a relatively independent surveying and mapping production organization and the person in charge of surveying and mapping production.

3 Chinese-foreign joint ventures and cooperative enterprises applying for the qualification of surveying and mapping shall be subject to the relevant provisions of the Interim Measures for the Administration of Surveying and Mapping by Foreign Organizations or Individuals in China.

1. The professional and technical personnel mentioned in this standard include surveying and mapping professional and technical personnel and surveying and mapping related professional and technical personnel.

Surveying and mapping professional and technical personnel refer to surveying and mapping engineering, geographic information, cartography, photogrammetry, remote sensing, geodesy, engineering surveying, cadastral surveying and mapping, land management, mine surveying, navigation engineering, geographical national conditions monitoring and other professional and technical personnel.

Surveying and mapping related professionals refer to professionals in geography, geology, engineering survey, resource exploration, civil engineering, architecture, planning, municipal administration, water conservancy, electric power, road and bridge, civil engineering, ocean, computer, software, electronics, information, communication, Internet of Things, statistics, ecology, printing and so on.

Units applying for geodesy, surveying and mapping aerial photography, photogrammetry and remote sensing, engineering surveying, real estate surveying and mapping, marine surveying and mapping, map compilation and navigation electronic map production shall not exceed 60% of the number of professional and technical personnel required by this standard; Professional and technical personnel related to geographic information system engineering and surveying and mapping of the applicant shall not exceed 80% of the professional and technical personnel required by this standard; The proportion of professional and technical personnel of the unit applying for Internet map service is not required.
