1. Preparation stage
The development and construction of tourist areas need planning first. The overall tourism planning is the continuation of the tourism development planning, and it is the embodiment of its strategic objectives and macro-layout. It should be linked with the tourism development planning and fully reflect the purpose and thought of the tourism development planning. In particular, the tourist areas listed as key areas should give priority to planning and development, and maintain a high degree of consistency with the tourism development plan. According to the needs of tourism development, local governments and competent departments will give priority to the development of one or several tourist areas in some areas where tourism development plans have not yet been formulated, so it is even more necessary to plan ahead in order to develop and construct scientifically, planned and step by step.
In the preparation stage of the overall tourism planning, the professional expenses of the planning should be implemented first, which are generally provided by the government, competent departments and developers. Secondly, it is necessary to organize a planning team composed of relevant personnel. The Measures for the Implementation of the Interim Regulations on the Administration of Scenic Spots stipulates: "The planning of scenic spots should be organized and compiled by the competent department of urban and rural construction or the scenic spot management institution in conjunction with the relevant departments of cultural relics, environmental protection, tourism, agriculture, forestry, water conservancy, electricity, transportation, posts and telecommunications, commerce and services under the leadership of the people's government to which they belong. The preparation of planning documents for scenic spots can be entrusted to domestic qualified planning, design and scientific research units or universities for assistance. It is necessary to designate a technical supervisor to be responsible for organizing, coordinating and summarizing the plan. " In addition, it is necessary to prepare the necessary detailed second-hand information of the tourist area, including the basic map (1: 5000- 1: 50000 topographic map, administrative map, external traffic map, etc. ), historical evolution data, local chronicles, basic geographical data (soil, hydrology, geology, animals and plants, climate, landforms, population and other texts and maps.
2. Investigation and evaluation stage
This stage is to collect first-hand information, supplement and modify second-hand information, synthesize first-hand information and second-hand information, evaluate the basic situation and development conditions of tourist destinations, and put forward evaluation opinions.
The first is to carry out a survey of tourism resources. The resource investigation of tourist areas is much more detailed than the tourism development planning, which requires that most tourism doctors have been investigated. Finally, the possibility of tourism development in this region is evaluated, which is the most important part of the overall tourism planning, and its evaluation results will serve as an important basis for the overall tourism planning. The evaluation should choose scientific methods to evaluate, identify and grade the tourism resources, development status and development prospects. The evaluation of tourist areas must be compared and analyzed, that is, compared with similar tourist areas, this can neither guard against arrogance nor rashness, but also lead to excessive investment and unrealistic development; You can also avoid underestimation and not get the benefits you deserve.
3. Planning outline stage
The planning outline mainly solves the strategic problems of the development of tourist areas, including the nature, types, characteristics, target market, development direction and scope of tourist areas, and is formulated on the basis of the basic investigation of tourist resources and the analysis of development and utilization conditions in the previous stage. The main task of the planning outline is analysis and demonstration, which is called advance planning abroad.

In fact, the planning of many tourist areas is not a separate planning outline, but combined with the overall planning. A master plan containing a plan outline can also be called a "development master plan".
4. Overall planning stage
After examination and approval, the planning outline is the basis of the overall planning. The master plan is a guide to the development and construction of tourist areas, with detailed content and wide coverage. Due to the different types, grades, scope, location (distance from the town), present situation, service objects, market scale and development degree of tourist areas, the contents of the overall planning (including explanatory texts and maps) are also different.
The results of the master plan are shown in the description and map of the master plan. The contents of the manual generally include the contents stipulated in the Provisional Regulations on the Administration of Scenic Spots and the Measures for the Implementation of the Provisional Regulations on the Administration of Scenic Spots, especially the planning of scenic spots to be declared. The contents of other tourism master plans can be different according to different tourist areas, such as the planning of urban tourist areas, in which accommodation, food, shopping, entertainment, external transportation, posts and telecommunications, banking, medical care and other contents can be simpler, and some can even be omitted; Rural tourist areas should include all the contents.
The map of tourism master plan belongs to thematic map, which should be drawn according to the requirements of thematic map, and it is best to make it into color map. The scale of the map is generally 1: 10000 to 1: 25000. A small tourist area can also be 1: 5000.
In order to understand the master plan, you can also attach some pictures and historical materials related to the tourist area. In order to facilitate intuitive analysis, if conditions permit, the overall planning model can be made in proportion.
5. Demonstration decision-making stage
The demonstration and decision-making stage needs some time, manpower and financial resources. The demonstration is organized by the government and the competent authorities. After a short field trip, experts make a comprehensive evaluation of the overall planning scheme, make a professional evaluation of each thematic planning scheme, put forward suggestions for revision, and provide technical appraisal reports. The planning team shall revise and supplement the overall planning according to the argumentation opinions. The revised plan shall be approved by the people's government at the corresponding level and implemented by the relevant departments, and the contents of the plan shall not be changed at will.
6. Management implementation stage
The approved master plan must be strictly managed and implemented to ensure the smooth construction and development of tourist areas and the reasonable protection of tourist resources. Management implementation is mainly the task of the tourist area management organization, and it is also a long-term task. The management institution shall formulate the steps, schemes and measures of management measures and implementation plans.
