The bidder's bid evaluation score consists of business and technology, with a full score of 100. The weight of each bid evaluation factor in the total score is:

1, commercial quotation 30%

2. Staffing and technical scheme performance: 50%

3. After-sales service and commitment: 8%

4. Development cycle and safeguard measures: 5%

5. Performance and qualification: 4%

6. Quality of bidding documents: 3%

Second, the scoring rules

(1) Business quotation:

The bid price that meets the requirements of the tender documents and has the lowest bid price is the benchmark price for bid evaluation; if the bid price is equal to the benchmark price, score 30 points; If the bid price is higher than the benchmark price, both parties agree to calculate according to the following formula:

Bid quotation score = (bid evaluation benchmark price/bid quotation) X30 (percentage points shall be kept at two decimal places, scores shall be kept at two decimal places, and the third place shall be rounded off, the same below).

(2) Technical part:

The technical part of the bid documents shall be fully evaluated, comprehensively compared and evaluated by the members of the bid evaluation committee, and then scored independently. No one has a scoring sheet. Sign it after scoring. In statistical scoring, if a single score is found to be beyond the scoring range specified in the scoring rules, the scoring table is invalid. The final score of the bidder's technical part is the arithmetic average of the effective scores of the members of the bid assessment committee (when the number of judges is 7 or more, the final score is the arithmetic average of the effective scores of the members of the bid assessment committee after removing a highest score and a lowest score).
