This film is Andy Lau's first film. Xia Meng, the producer of this film, thinks this is her best film. Kong-Kin Yau and Guan Jinpeng started their first collaboration in this film. The film tells the story of Vietnamese refugees, but it can't be filmed in Vietnam, so Xia Meng suggested shooting in Hainan Island, which has a very similar climate to Vietnam. The film was originally directed by Yim Ho. However, at that time, Taiwan Province stipulated that anyone who had filmed or taken scenery in the mainland would be banned. Taiwan Province was the main market for Hong Kong films, and Yim Ho was afraid that he could not go to Taiwan Province to film. In this film, all the staff except Xu Anhua use pseudonyms. Xu Anhua thinks the role of the film is Chow Yun Fat, but Runfa doesn't want to lose the Taiwan Province market and didn't take the film. Finally, photographer David Chung recommended Andy Lau. In order to solve the problem of Andy Lau's appearance, the stylist cut his hair short, and then drove him to Sanya, where he basked for three hours, which was not too white.
