Internal organs of Xinjiang Uygur Autonomous Region Tourism Bureau

According to the above responsibilities, the Tourism Bureau of the Autonomous Region has seven internal organs:

(1) The office (Policy and Regulation Department)

is responsible for the daily operation of organs such as messages, meetings, confidential documents, and archives, and undertakes information, confidentiality, letters and visits, proposal handling and government affairs disclosure; Organize research on the development strategy and problems in the operation of tourism in the whole region, and formulate tourism policies and implementation measures; Guide and coordinate the reform of tourism system and the construction of tourism legal system; Responsible for studying the important information of domestic and foreign tourism; Responsible for legal education; Responsible for tourism statistics and industry information release in the whole region; Responsible for the compilation of tourism yearbooks and tourism local chronicles.

(2) The General Coordination Office

coordinates the work related to the construction of the tourism public service system; To undertake the comprehensive coordination of tourism safety and the work of safe production; Guide tourism emergency, rescue and insurance work; To undertake the organization and coordination of holiday tourism and daily affairs; Take charge of border tourism, special tourism, red tourism, special tourism and other related management work.

(3) The International Tourism Promotion Office

is responsible for studying the development trend of the international tourism market, drawing up the regional international tourism market development plan and organizing its implementation; To guide the promotion of overseas tourism market and the development of tourism products; Organize the publicity of the overall image of tourism in the whole region; To carry out exchanges and cooperation between international and regional tourism organizations; Responsible for daily foreign affairs liaison work; Responsible for the examination and approval of foreign tourism teams to travel to Xinjiang; Organize and plan international tourism festivals, tourism exhibitions and related tourism promotion activities held in the name of the government; Organize and undertake tourism enterprises in the region to participate in various international tourism fairs, international touring promotions and exhibitions.

(4) The Domestic Tourism Promotion Office

is responsible for studying the development trend of the domestic tourism market, drawing up the development plan of the domestic tourism market in the whole region and organizing its implementation; To guide the promotion of tourism market and the development of tourism products in the region; Responsible for organizing, planning and undertaking domestic tourism festivals, tourism exhibitions and related tourism special events held in the name of the government; Organize and undertake tourism enterprises in the region to participate in various tourism fairs, domestic tour promotions and exhibitions outside the region.

(5) Planning and Finance Department

Draw up the tourism development plan of the autonomous region and organize its implementation; Undertake the general survey of tourism resources and guide the investment attraction of tourism; Review and approve the evaluation of AAAAA and AAAA-level scenic spots (spots), and organize the examination and approval of the evaluation of scenic spots (spots) below AAA level that meet the requirements in the whole region; Responsible for the management of tourist attractions (spots); Guide the construction of tourism infrastructure in the whole region; To undertake the financial affairs, state-owned assets management and internal audit work; To be responsible for the investment, declaration and audit of project funds within the budget of the state and the autonomous region and the management of special funds outside the budget; Responsible for the management of tourism quality margin of tourism agencies in the whole region.

(6) Supervision and Management Office

Supervise and manage the quality of tourism services and market order, and guide the construction of spiritual civilization and credit system in tourism; To examine and approve the establishment of travel agencies engaged in tourism business; Examining and approving the work of outbound tour groups; Examining and approving the star rating of five-star hotels (restaurants); To examine and approve the star rating of foreign-related tourist hotels (hotels) below four stars; Responsible for the review of star-rated hotels (restaurants); To examine and approve travel agencies outside the region and foreign and Hong Kong and Macao travel agencies to set up tourism branches in our region; Responsible for the industry management of travel agencies and tourist star hotels (hotels) that operate tourism business; Responsible for industry guidance, supervision and management of tourist vehicles, tourist commodities, tourist souvenirs, social restaurants and hotels in the whole region; Responsible for the management of tourism affairs in Hong Kong and Macao; Responsible for the management of China citizens' overseas travel affairs in the region; Notice of issuing tourist visas.

(7) Personnel Department

is responsible for personnel management and organization establishment of organs and directly affiliated units; To undertake the political examination of personnel going abroad by organs and directly affiliated units; To formulate and guide the implementation of tourism professionals's vocational qualification standards and grade standards, and issue tourist professional qualification certificates and practice certificates such as tour guide qualification certificates; Guide tourism education and training. To be responsible for the work of retired cadres in organs and guide the work of retired cadres in directly affiliated units.

the party Committee of the organ is responsible for the party-mass work of the organ and its directly affiliated units.

the supervision office (co-located with the discipline inspection team) is responsible for the discipline inspection and administrative supervision of the bureau organs, directly affiliated units and centralized management units.
