What is the function of surveying and mapping?

This Law is formulated in order to strengthen the administration of surveying and mapping, promote the development of surveying and mapping, ensure that surveying and mapping serves economic construction, national defense construction, social development and ecological protection, and safeguard the national geographic information security.

This Law shall be observed in surveying and mapping activities in People's Republic of China (PRC) and other sea areas under the jurisdiction of People's Republic of China (PRC), in determining, collecting and expressing the shape, size, spatial position and attributes of natural geographical elements or surface artificial facilities, and in processing and providing the obtained data, materials and achievements. ? Surveying and mapping is the basic cause of economic construction, national defense construction and social development. People's governments at all levels should strengthen their leadership in surveying and mapping.

Article 4? The competent department of Surveying and Mapping Geographic Information of the State Council is responsible for the unified supervision and management of the national surveying and mapping work. Other relevant departments of the State Council shall be responsible for the surveying and mapping work of their own departments in accordance with the division of responsibilities stipulated by the State Council.

The competent departments of surveying and mapping geographic information of local people's governments at or above the county level shall be responsible for the unified supervision and management of surveying and mapping work in their respective administrative areas. Other relevant departments of the local people's governments at or above the county level shall be responsible for the relevant surveying and mapping work of their own departments in accordance with the division of responsibilities stipulated by the people's governments at the corresponding levels. The military surveying and mapping department is the competent department of military surveying and mapping work, and is responsible for the management of marine basic surveying and mapping work in accordance with the division of responsibilities stipulated by the State Council and the Central Military Commission.

The term "basic surveying and mapping" as mentioned in this Law refers to the establishment of a unified national surveying and mapping benchmark and mapping system, the conduct of basic aerial photography, the acquisition of remote sensing data of basic geographic information, the mapping and updating of national basic scale maps, image maps and digital products, and the establishment and updating of basic geographic information systems.
